Job Description

This position is located in the Office of Representation Appeals of the National Labor Relations Board. The incumbent of this position serves as Assistant Chief Counsel to the Director of the Office of Representation Appeals as an expert legal counsel, and normally reports through the Director to the Board's Chairman but may on special assignments report directly to the Chairman or other Board Members.

Duties As a Supervisory Attorney-Adviser (Labor) (Assistant Chief Counsel) GS-0905-15, your typical work assignments may include: Considering and formulating recommendations on substantive and procedural challenges relating to the work of the Board. Communicating clearly and concisely orally and in writing to advise subordinates and answer questions involving interpretation of the Act, procedural problems, and conduct settlement negotiations. Making initial determination as to whether issues in cases have been sufficiently covered by established Board policy and precedent to permit decision by a panel of three Board Members and drafting a proposed decision and order for circulation to and approval by panel members. Supervising a team of attorneys in the preparation of a comprehensive written analysis and digest of the facts and legal issues in cases requiring consideration and decision by a panel of the Board or by the full Board, for presentation to the Board. Planning and conducting special studies as assigned by a Board Member or the Director of the Office of Representation Appeals and formulates recommendations thereon for consideration by a three-member Board panel and/or the full Board. Ideal Candidate Statement The ideal candidate for the Supervisory Attorney-Adviser (Labor) (Assistant Chief Counsel) in the Office of Representation Appeals will demonstrate a wide-ranging and thorough knowledge of labor and administrative law, including NLRB processes and procedures; will exhibit superior skill in written and oral communication; will possess demonstrated managerial and supervisory experience (or the demonstrated potential for such); and will exhibit a demonstrated ability to timely and appropriately handle multiple assignments in a fast-paced environment. Knowledge of the National Labor Relations Act or similar related statues is required; familiarity with representation case law is preferred, but not required. Excellent communication and interpersonal skills to interact with colleagues and senior level management; and strong research and analytical skills are desired. Basic Requirements An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL. B or JD). Bar Membership/Certification: Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution. Your active BAR license must reference BAR number and indicate the status of good standing. Agency's Internal Self-Certification Forms are not acceptable for verification. In addition to the Basic Requirements, applicants must also meet the following: Minimum Qualification Applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory Attorney-Adviser (Labor) (Assistant Chief Counsel) at the GS-15 grade level. Specialized experience includes: Experience utilizing comprehensive knowledge of labor law under the National Labor Relations Act and the policies and procedures of the Act; and Experience interpreting and applying the NLRA and other case law to difficult and novel factual and legal issues in unfair labor practice cases; and Experience providing authoritative guidance, interpretation and recommendations on both administrative matters and legal issues based on relevant laws and regulations.
