The Land Acquisition and Lease Specialist position is responsible for property acquisition and lease/license management for the County. This includes the acquisition of land, easements, and right-of-way along with managing lease agreements across multiple county properties. This is a para-professional land acquisition and property management position that works under the direct supervision of the County Attorney and Senior Paralegal – Development and Real Property Manager, providing essential administrative and operational support to ensure legal compliance and efficient management of real estate transactions.

Essential Job Duties

  • Acquisition Support: Assist in the preparation and review of legal documentation related to public infrastructure projects as well as land acquisition, including deeds, agreements, legal descriptions, and easements, under the guidance of the Senior Paralegal and County Attorney.
  • Right-of-Way Management: Support the management and coordination of right-of-way acquisition initiatives, ensuring compliance with legal requirements.
  • Lease/License Administration: Oversee the management of lease and license agreements for county properties, ensuring timely renewals, terminations, and updates as needed.
  • Field Inspections: Coordinate with facilities and public works staff to conduct site visits to evaluate properties for acquisitions and county needs, gather necessary data, and assess conditions.
  • Documentation Maintenance: Maintain detailed and organized records for all acquisition and lease/license transactions, ensuring accuracy and compliance with legal standards.
  • Legal Support: Provide essential administrative support to the Senior Paralegal, assisting with the preparation of contracts, deeds, and other legal documents for property transactions.
  • Interdepartmental Coordination: Work closely with various county departments (e.g., Public Works, Parks and Recreation, Building and Facilities) to ensure smooth acquisition and property management processes.
  • External Agency Coordination: Collaborate with the Tax Collector, Property Appraiser, Clerk of the Circuit Court, and other relevant entities to support the acquisition of real estate
  • Report Preparation: Prepare periodic status reports for the County Attorney and Senior Paralegal, summarizing property acquisition, lease/license activities, and site inspections.
  • Legal Compliance: Assist in ensuring all land acquisition and property management processes adhere to relevant laws, policies, and county procedures.

Typical Requirements

Education/Experience:

Associate degree and two years of working experience in real estate or related field, or an equivalent combination of formal education and working experience. 


Licenses, Certifications, or Registrations:


  • Must possess a valid Florida driver’s license.
  • Florida Notary Preferred (or can obtain once employed) 
  • FDOT/LAP certification preferred. 


Knowledge, Abilities, and Skills:

Knowledge of the principles and practices of real estate management.  
Ability to communicate effectively, both orally and in writing.  
Ability to understand basic legal descriptions and real estate transactions.  
Must be fluent in Microsoft Office Suite applications (Word, Excel, PowerPoint, etc.) and Kofax. 
Must have interpersonal skills. 
Must be able to multi-task and meet deadlines.


Supplemental Information

ENVIRONMENTAL CONDITIONS:

The successful candidate for this position can expect work to be normally performed inside an office environment. The successful candidate should be able to lift/carry fifteen pounds of weight. The successful candidate will be required to perform field visits.
