GENERAL DESCRIPTION:

We are presently seeking highly motivated, organized, and professional applicants for the Executive Director. The Council is comprised of 29 members, appointed by the Governor, who represent people with developmental disabilities, family members, and state agencies.
The Executive Director of the Council provides regular communication on issues, concerns, activities, etc. to Council members; assists the Council with planning, development, and implementation of the 5-year plan submitted and monitored by the Administration on Developmental Disabilities; develops recommendations and implements strategies for increasing the independence, productivity and integration of persons with developmental disabilities; plans, organizes, directs, and coordinates the staff, programs and activities of the Council and the Council’s committees to assure that goals and objectives are attained, work tasks are accomplished and member needs are met.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.- Reports to and assists the Council Chairperson, responsible for the administration, management, and direction of the Council staff.
- Represents the Council in developing and maintaining effective working relationships with state agencies, advocacy organizations, people with developmental/ intellectual disabilities, family, consumer, and elected officials.
- Responsible for the development of the budget, tracking, monitoring, and reporting to the Council and Administration on Developmental Disabilities.
- Directs, instructs, advises, counsels, and conducts performance evaluations of personnel; exercises judgment, develops goals and objectives, communicates policies and expectations, motivates, supervises, and facilitates team approach to problem solving.
- Provide constituent assistance services for information and referral to people with disabilities and their families regarding services and supports.
- Confer with the developmental disabilities community regarding problems or questions affecting the Council work system.
- Qualifications
PREFERENCES:
Preference may be given for any combination of training and experience equivalent to a bachelor’s degree in the human services area, planning, or administration, or other closely related field.
Preference may be given for five years of professional work experience in the human services field, which includes policy analysis, advocacy activities, research, planning, grants management, and work with state and local agencies related to developmental disabilities services.
Preference may be given for at least two years with consultant, supervisory, or management responsibility. roles
KNOWLEDGE:- Knowledge of best practices in developmental disabilities services and support.
- Knowledge of state and federal laws, rules, and regulations pertaining to services to persons with developmental disabilities.
- Knowledge of the state system providing services and support to persons with developmental disabilities.
- Knowledge of principles, concepts, and current practices of government administration and management, including budget development and control, personnel and purchasing management, administrative prerogatives and responsibilities, organization, and fiscal management.
- Knowledge of processes of state government, including legislative and administrative processes and the guiding principles and concepts underlying these processes.
- Knowledge of participatory planning techniques and analysis techniques.
- Knowledge of interagency coordination and cooperation.
- Knowledge of community resources and service organizations.
- Skill in organization, planning, and management of staff workers working toward the goals and objectives of the work system.
- Skill in work management, fiscal management, and work leadership.
- Skill in public speaking, oral, and written communication.
- Still in problem identification and problem solving.
- Skill in developing long-term planning, handling a diversity of personnel matters, personalities, and work-related problems.
- Skill in promoting and enhancing coordination, cooperation, and communication among employees, teams, and developmental disabilities agencies.
- Skill in managing fiscal and human resources.
- Skill in interpersonal relations as applied to coordination and collaboration with state agencies, families, people with disabilities, and advocacy organizations.
- Skill in implementing the inclusive planning processes.
- Ability to organize and maintain local support groups for families of persons with developmental disabilities.
- Ability to edit, critique, and criticize own work and the work of others.
- Ability to evaluate and modify the work quality and productivity of others.
- Ability to plan and organize workload for self and others.
- Ability to take initiative, be a self-starter, and exercise independent judgment.
- Ability to manage time, work well under pressure with multiple priorities.
- Ability to effectively communicate with partner agencies, legislative committees, and other entities to ensure smooth flow of operation.
- Ability to supervise staff effectively and provide a leadership presence necessary to accomplish tasks through team effort.
- Ability to make complex decisions based on current knowledge, theory, and standards of practice.
