Summary:
The Assistant General Manager (AGM) of Legal is a senior executive responsible for managing the legal functions of Gila River Development (GRD), including oversight of contracts, regulatory compliance, policy development, and legal risk mitigation. A critical component of this role is maintaining a strong, collaborative relationship with the Office of the General Counsel (OGC) for the Gila River Indian Community (GRIC). The AGM of Legal serves as the legal liaison between GRD and GRIC OGC and is responsible for coordinating meetings, sharing updates, and ensuring all legal activities align with GRIC's legal standards and expectations. This individual will work closely with GRD leadership and legal staff to support business operations, strategic initiatives, and land and development projects while upholding the highest ethical and legal standards.
Responsibilities:
Legal Strategy and Governance:
• Serve as the principal legal advisor to the General Manager and senior leadership team.
• Ensure alignment of legal activities with GRD's strategic and operational goals.
• Monitor legal developments in tribal, state, and federal law, providing proactive guidance.
• Draft, interpret, and enforce corporate governance documents, policies, and procedures.
GRIC OGC Relationship Management:
• Act as the primary liaison between GRD and the Gila River Indian Community's Office of the General Counsel.
• Coordinate and schedule regular meetings with GRIC OGC; prepare meeting materials and follow-up documentation.
• Maintain accurate records of correspondence, legal issues, and joint initiatives with GRIC OGC.
• Ensure open, timely, and respectful communication to support a strong working relationship with the Community.
Contract and Legal Document Oversight:
• Oversee legal review, drafting, and negotiation of a wide range of contracts, including those related to development, leasing, vendors, and intergovernmental agreements.
• Ensure contract compliance with applicable tribal and federal laws, policies, and risk management standards.
• Maintain a centralized and organized legal documentation system.
Risk Management and Compliance:
• Identify potential legal liabilities and develop mitigation strategies in collaboration with leadership and external counsel.
• Ensure legal compliance across business operations and development initiatives.
• Develop and maintain internal policies to guide legal and ethical conduct organization-wide.
Legal Support for Development Projects:
• Provide legal support for new and ongoing development projects, including land use, environmental reviews, and construction agreements.
• Partner with internal teams and consultants to ensure projects proceed within legal frameworks and meet tribal expectations.
Personnel and Department Leadership:
• Supervise and mentor in-house legal staff, including counsel and legal assistants.
• Conduct performance reviews, guide professional development, and foster a high-performing legal team culture.
• Support training efforts across departments on legal issues such as compliance, contracting, and regulatory matters.
Supervisor Responsibility:
Oversees the supervision of personnel, which includes hiring, work allocation, training, problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance; provides guidance and feedback for assigned staff.
