Judicial Council of California (JCC) IT staff develop and maintain interfaces between judicial branch entities and their justice partners. Judicial branch entities may include the trial courts, the appellate courts or the Judicial Council. Justice partners may include the California Department of Justice, Law Enforcement Agencies, the Department of Child Support Services, and other partners.
Talend is the integration platform used for interfacing with JCC’s internal as well as external applications and entities. This platform utilizes various enterprise integration patterns, and protocol/message translation to support collaboration between distributed systems. This platform also supports the ETL/ELT functions of data ingest, transform and mapping from multiple entities for multiple JCC initiatives including the Branch Data Warehouse and several other systems across multiple JCIT divisions.
This Senior Business Systems Analyst position with the Data Integration unit, in conjunction with Talend developers and engineers, supports and manages multiple data integration projects over a dozen or so different interfaces between the judicial branch entities and their justice partners. Project management skills are essential. This position also will facilitate and coordinate Agile Scrum processes for the unit, ensuring the team works collaboratively and efficiently to deliver high-quality solutions within the SDLC framework; act as a liaison between business and technical users supporting the Talend program areas; provide production support to team members and business partners for new integrations and enhancements, and serves as an operations consultant to business and technical users to analyze and recommend efficient business processes.
The Senior Business Systems Analyst is distinguished from the Business Systems Analyst in that the Senior Business Analyst regularly serves as a project manager for large, complex business systems projects, and provides guidance and direction for work assigned to support project teams. Senior Business Systems Analysts are responsible for enterprise-wide system implementations, deployments, and upgrade projects.
The Judicial Council
The Judicial Council of California is the policy-setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person on Wednesdays at the Judicial Council’s San Francisco or Sacramento office and reside in the areas surrounding these locations. Beginning January 2025, employees will work in the office at least two days per week.
Duties• Lead project management in support of the Talend-based integration projects, application/platform upgrades, interface deployments, client onboarding (including internal/external and courts), and ongoing production support.
• Facilitate and coordinate the Agile Scrum process within the team ensuring collaborative and timely delivery of high-quality work within SDLC framework.
• Lead process improvement efforts within the Data Integration unit, including development, testing, and monitoring processes.
• Provide backup and/or share the workload for other business systems analyst tasks.
• Create clear and accurate documentation.
• Foster and maintain stakeholder relationships, communicating regularly about plans, risks, blockers, turning points, and opportunities.

Bachelor’s degree, and five (5) years of experience providing technical and business process support, analysis, or project management for systems/applications.
Possession of a bachelor’s degree in a directly related field such as computer science, management information systems, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
One year as a Business Systems Analyst with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of a Business Systems Analyst in a California Superior Court or California state-level government entity.
Desirable Qualifications:
• Certification in Agile methodologies, like Certified Scrum Master (CSM) or Professional Scrum Master (PSM)
• Experience managing ETL/ELT projects in a large DWH (Data Warehouse) setup.
• Experience using Jira, ServiceNow, or similar ticketing/issue tracking system.
• Knowledge of Microsoft Azure Cloud environments.
• Experience with Microsoft tools including SharePoint, Visio, Project, and Power BI.
• Experience providing M&O support for new and existing data exchange interfaces.
• Excellent stakeholder management skills with the ability to identify, engage, and proactive management.
• Solid experience with technical writing, project documentation and excellent written, presentation, and verbal communication skills
