The Department of Corrections is seeking highly motivated and qualified individuals to fill multiple permanent full time Corrections Specialist Assistant (CSA) positions at Coyote Ridge Corrections Center.
COYOTE RIDGE CORRECTIONS CENTER (CRCC) is located on a 60-acre site about 40 miles north of the Tri-Cities. CRCC is comprised of two-complexes. The Medium Security Complex (MSC) is a 2,048 bed facility that houses Incarcerated Individuals (I/I) with Medium and MI3 Custody. MSC consists of 4 Hybrid units and 4 Medium units. The Minimum Security Unit (MSU) is a 480 bed facility that houses assisted living and MI2 Custody I/I. MSU consists of 2 units. This is a work/program orientated facility that offers many educational, vocational, and self-help programs and Class II and Class III Correctional Industries work programs.

The Hearings department helps to improve public safety by guiding the incarcerated population to adhere to State, DOC, and Facility rules. This helps the incarcerated population to adjust to and adhere to standard social rules, helping to prevent recidivation and future incarceration. Those under DOC jurisdiction who act in a way that endangers the prison population, staff, or the public are subject to proportionate disincentives. This position manages a legally defensible hearings process that supports safety to the prison population and the community through appropriate consequences for violations.
The duties of this position include but are not limited to:
- Independently manage hearing packets from receipt of the infraction, up to the time of the hearing.
- Review and monitor the needs of each hearing packet ensuring that appropriate witness statements and continuances are obtained and that the Disciplinary Hearing Officer is advised of any delays.
- Retrieve infractions from depositories daily.
- Immediately enter the information in the tracker.
- Ensure appropriate reviewer signatures have been obtained.
- Enter the infraction into the electronic record.
- Build the hearing packet for service to the accused.
- Assign the hearing to an appropriate Disciplinary Hearing Officer.
- Independently review for incarcerated individual receipt of service and post-service requests.
- Independently determine whether to obtain witness statements.
- Independently monitor and file continuances for due/overdue hearings.
- Obtain Superintendent extensions for past timeframe continuances.
- Review the Hearings Packet ensuring all necessary documentation is prepared.
- Schedule hearings and create callouts.
- Transfer hearing packets to appropriate Disciplinary Hearing Officer for hearings.
- Transfer hearing packets to appropriate Disciplinary Hearing Officer when incarcerated individual changes in housing take place or the incarcerated individual is transferred to a different facility.
- Monitor/follow up on assigned hearings to ensure timeframes are met.
- Independently manage hearing packets from hearing completion until filing.
- Receive the hearing packet from the assigned Disciplinary Hearing Officer after the hearing.
- Review the packet for any updated information added by the DHO and ensure that all appropriate information is attached - to include: witness statements, continuances, emails, notes, etc.
- Enter hearing notes from the minutes and findings, accurately recording the information in the electronic record.
- Update the hearing outcome information int he local tracker.
- Create the Serious Infraction Report and route to the Superintendent/Designee for final review.
- Monitor/follow up on assigned reviews to make sure timeframes are met.
- Receive and process appeals, from receipt to filing.
- Enter Good Conduct Time Restorations.
- Receive and enter all appeals in the electronic record and local tracker.
- Review for timeliness and correspond with the offender as necessary.
- Prepare appeal packets with all necessary documentation.
- Assign the appeal to the appropriate appellate with electronic notification and route the appeal packet to them for completion.
- Receive and enter appeal responses in the electronic record and local tracker.
- Distribute a copy of the appeal outcome to the incarcerated individual in a timely manner.
- Send an order to records to pull and return overturned infractions for appropriate action.
- Scan upheld appeals to the electronic retention.
- Maintain a copy for the local retention.
- Route upheld appeals to records to be retained in the central file.
- Enter all Good Conduct Time Restorations into the Electronic Record.
- Forward all Good Conduct Time Restorations to Records for retention in the central file.
- Redact reports in accordance with policy requirements.
- Scan and appropriately code all documents for retention in the electronic file.
- Route the completed/reviewed hearing packet to Records for hard filing.
- Maintain appropriate copies for local office hard filing.
- Regularly run reports on outstanding general/serious hearings and address deficiencies.
- Monitor the Serious Sanction log to ensure service and make notification on deficiencies.
- Provide statistical reports (violence reduction, violations status, others as requested).
- Run requested reports.
- Respond to public disclosure requests.
- Respond to and document requests from DOC Headquarters.
- Assist Corrections Specialist with periodic reviews/reports of CRCC Offender Disciplinary Office.
- Inventory, order, and track evidence, safety equipment, and office supplies.
- Fulfill other requests from supervisor and executive prison staff.

Requirements:
- High school diploma OR Equivalent.
- Minimum of two years clerical experience.
- Working knowledge of Microsoft Office Suite.
- Working knowledge of computer systems and data entry programs.
- Able to take and pass the Disciplinary Hearing Officer Training.
Desired Qualifications:
- Knowledgeable with Washington Administrative Code (WAC), the Revised Code of Washington (RCWs), and policies relating to prison discipline.
- 2 years experiences working with or around incarcerated individuals.
- Four years of experience in a correctional field office or institution, two years which must be at the senior clerical level or higher.
- A Bachelor's Degree.

Telework Details
This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.

Retirement and Deferred Compensation

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
