The Department of Justice (DOJ), Office of Human Resources, is looking for an enthusiastic individual who enjoys working in a team environment to join the Department's Family and Medical Leave Act (FMLA) & Special Leaves Unit (FSLU). The FMLA Consultant provides leave consultations, assists employees in certifying their medical leave requests, and processes disability related payroll and benefits. Additionally, the FMLA Consultant will assists in creating and maintaining the unit's policies and procedures.
Under the general direction of the Staff Services Manager I in the FSLU, the FMLA Consultant acts as a technical expert/liaison for all DOJ regarding FMLA, California Family Rights Act (CFRA), Pregnancy Disability Leave (PDL), and any newly legislated leaves such as the Families First Coronavirus Response Act (FFCRA) program. The FMLA Consultant processes disability payroll and benefits in accordance with bargaining unit contract language. The FMLA Consultant also works cooperatively with peers and professional staff to meet the needs of program management and employees; exercises good judgment; communicates effectively; and portrays a professional and positive demeanor at all times.
Please note that all new to state employees will be given the minimum salary of the APA classification. For current state employees and/or those with reinstatement rights, your salary will be determined in accordance with the applicable laws, rules, and regulations.

- Knowledge and experience applying the FMLA, FFCRA, and CFRA benefit programs.
- Knowledge of workers compensation Industrial Disability Leave, California Labor Code Section 4800, Temporary Disability.
- Knowledge and experience applying the Pregnancy Disability Leave benefit program.
- Knowledge and experience applying State Disability Insurance and Non-Industrial Disability Insurance benefit programs.
- Knowledge and experience completing personnel payroll transactions.
- Knowledge and experience completing leave accounting and timesheets.
- Knowledge and experience applying California Department of Human Resources and State Personnel Board laws, rules, and procedures.
- Strong interpersonal, analytical, verbal, and written communication skills.
- Ability to excel in a team driven, interactive environment.
- Ability to organize and establish workload priorities and work under pressure.
- Ability to exercise initiative, flexibility, and adapt to changing priorities in a fast-paced environment.

Working Conditions
This position has been designated as eligible for telework and is currently a remote-centered position. The position will however require in person attendance on a recurring basis. The selected candidate would report to DOJ headquarters in Sacramento if/when required to attend mandated in-person meetings, trainings, etc. Expenses related to travel to the office for required events are the responsibility of the employee. All telework schedules are subject to change and may be reevaluated at any time.

The Associate Governmental Program Analyst eligibility list will be used as an appropriate for the Associate Personnel Analyst classification. Candidates who would like to be appointed as an Associate Personnel Analyst must meet the minimum qualifications for the Associate Personnel Analyst classification in addition to having Associate Governmental Program Analyst eligibility.
This is a 12-month limited term position, but may be extended to a maximum of 24 months and/or may become permanent position based upon operational needs.
Please note that the Staff Services Analyst classification contains multiple salary ranges. New-to-State employees will be given the minimum salary of Range A, unless you meet an Alternate Range Criteria 69.
