
The State Board of Education is made up of 19 members - 11 who are elected and eight who are appointed by the governor. The chairs of the education committees of the Ohio House of Representatives and Ohio Senate serve as non-voting ex officio members. The Superintendent of Public Instruction serves as secretary of the State Board of Education.
The Office for Professional Conduct administers the ethical standards for educators. The office investigates allegations involving criminal or ethical violations to ensure that all Ohio students receive instruction from educators committed to a safe, supportive and healthy school community.
DutiesAttorney 5 is a key role at the Board. In this position, you will be responsible for:
- Serving as the Associate Director for the Office of Professional Conduct (OPC) and assisting leadership in the Educator Disciplinary process.
- Managing day-to-day operational procedures which may result in the limitation, revocation, suspension or denial of a teaching certificate or license.
- Assisting in the management of the efficiency and effectiveness of the teacher license investigation/revocation process.
- Assisting in the drafting and editing of board resolutions and preparing supporting board materials to ensure confidential information is redacted and due process requirements have been met.
- Assisting in the delivery of the monthly State Board of Education Quasi-Judicial Session presentation and responding to board member inquiries.
- Assisting in drafting amended board resolutions as requested by board members.
- Reviewing case investigation reports and determines the legal basis in situations presented and recommending disciplinary actions to be taken or not taken related to the Educator Disciplinary process.
- Representing office at internal and external meetings and proceedings in absence of the Director.
- Providing leadership, direction, supervision and implementing the plan for professional development of staff.
- Overseeing the interviewing, selection and training of administrative hearing officers.
- Establishing procedures for investigations and ensuring timeliness of processes.
- Implementing policy regarding the educator disciplinary process.
- Assisting in ensuring office work is consistent with requirements of Ohio Revised Code Chapters 119, 3314, and 3319 and Ohio Administrative Code Chapters 3302-20 and 3302-73.
- Providing technical assistance and advising school district personnel, college administrators, and other stakeholders regarding licensure eligibility requirements, educator misconduct reporting requirements, licensure code of conduct issues and the Educator Disciplinary process.
- Assisting with legislative changes and rule revisions to improve the Educator Disciplinary process.
- Assisting in drafting and adopting administrative rules.
- Assisting in analyzing pending legislation to determine the effect on the Educator Disciplinary process and recommends changes.
- Assisting in designing and implementing the office’s case management database and recommends revisions as needed.

- Admission to Ohio Bar pursuant to Section 4705.01 of Revised Code; 18 months experience as licensed attorney; 6 months experience in supervisory principles/techniques.
