Job Description

This position is located at the Marion VA Health Care System. The primary purpose of this position is to perform work that involves developing, administering, evaluating, or advising on the Federal Government's internal equal employment opportunity program within the assigned organization.

Duties ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but is not limited to, the following: Analyses of management practices, organizational structures, employment patterns, lines of progression, determines EEO problems and/or barriers Administers and evaluates or advises on the EEO program Defines equal employment opportunity problem areas, identifies reasons for problems, and drafts specific action items to treat the causes of problems Consolidates data as necessary and review to ensure accomplishment of EEO objectives Plans, administers, and evaluates medical center EEO programs and policies to assure compliance with law and policy guidance Reviews proposed policies, procedures, and guidelines for impact on facility-wide personnel policies Serves as the principal advisor to the organizational leadership and staff for a region by providing expert advice on all matters related to the EEO program Assures formal complaints are processed within established time limits and in accordance with published regulations and policies Provides leadership, advice and counsel to line and staff managers/supervisors in the development and implementation of the organization's affirmative action plan Develops and promotes EEO program publicity and reference materials. ensuring EEO program is communicated to the workforce Provides counsel on a wide range of EEO related problems Assigns, directs, and reviews the equal employment opportunity program work of collaterally assigned or subordinate employees Coordinates EEO activity with the Human Resources Office(s) staff Establishes and maintains effective contacts with community elements interested in equal opportunity Assumes a leadership role on committees on matters concerning position management, recruitment, training, promotion, job design, reduction in force and other employment services Maintains strict impartially when working with complainants Prepares complete, timely reports on all EEO activities Requests assignment of investigators and complaints examiners Provides investigators and complaints examiners with administrative support Assures availability of EEO witnesses Work Schedule: Monday through Friday, 8:00am to 4:30pm Recruitment & Relocation Incentives: Not Authorized Critical Skills Incentive (CSI): Not Approved Telework: This position may be authorized for AD HOC telework at the manager's discretion. Qualifications You must meet the following to qualify for this position. Specialized Experience: You must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing, implementing, coordinating, reviewing, monitoring, evaluating and updating all plans associated with the Equal Employment Opportunity (EEO) program; Advising management on specific actions in support of affirmative action and strategies for handling discrimination complaints, communicating in writing to prepare reports on the EEO program; Application of the principles, practices, laws, and regulations concerning EEO; Preparing case reports for EEO complaints and; Drafting actionable plans to prevent potential violations of EEO infractions; Experience with an EEO complaint resolution program and facilitating various complaint-related processes that may involve complex civil rights issues; Conducting mandatory training for managers, supervisors, and employees regarding EEO and the EEO complaint process, providing advice and assistance during the post investigative stages, (ex: hearings, appeals and compliance); Applying comprehensive knowledge of laws, regulations, executive orders, court decisions, and issues related to an EEO Program; Skillfully interpreting and applying EEO knowledge to a variety of difficult and complex work assignments; Serving as a trainer in the areas of EEO, Alternative Dispute Resolution, and Workplace Harassment (sexual and non-sexual).
