The ER staff manages & provides Department-wide HR policy oversight of the Senior Executive Service (SES), Senior Level (SL), Schedule C, & Presidential appointments in the areas of ER policy, SES/SL allocations, position management/classification, staffing/recruitment, performance management/compensation, & executive development.
DutiesThe duties and responsibilities for a GS-0201-14, Human Resources Specialist, generally include, but are not limited to, the following:
- Plan, obtain approval, and implement Executive Resources policies Department-wide. Specifically, interpret the provisions of HR policies, regulations, and guidelines to highlight substantive issues, and their relevance, and to advise top level management
- Serve as a Senior Technical Advisor for assisting the Assistant Director in formulating and recommending policies and procedures that govern Department-wide Executive Resources policies to effectively meet current and long-range goals
- Plan, organize, and conduct analyses of major programs and systems to evaluate the impact of new and current DOJ human resources policies
- Evaluate OPM and DOJ executive resources policies and programs to determine their impacts on the SES/SL cadre as well as coordinates with OPM and stays abreast of new legislation, regulation, and other Federal government initiatives
- Manage executive resources functional areas including: SES/SL allocations, classification oversight of DOJ's SES/SL and Schedule C positions, onboarding of political hires, providing SES/SL recruitment and staffing services to DOJ's Offices, Boards, and Divisions (OBDs) and Bureaus, and coordinating SES/SL performance management for appraisal certification and the Performance Review Board process
- Extract, analyze, and prepare HR data call reports to OPM
- $143,913 - $187,093/year

To qualify for the position of Human Resources Specialist (Executive Resources), at GS-0201-14, you must meet the basic qualification requirements listed below.
GS14 Specialized Experience:
You must have one year of specialized experience at the GS-13 grade level or equivalent pay band. Specialized experience is defined as:
1) Providing advisory services to senior executives and/or agency leadership on Human Resources Executive Resources programs, including performance management, position management, classification, staffing, and/or executive pay; 2) Managing or supporting Senior Executive Service and/or senior-level leadership on Human Resources processes, including performance management systems (e.g., performance plans, appraisal documentation, PRB coordination), position allocation, position management activities, and/or executive staffing actions; AND 3) Interpreting and/or applying laws, regulations, and/or guidance governing Executive Resources programs, including Senior Executive Service performance management, executive pay, and/or position management/classification.

- A list of any awards (e.g. superior performance awards, special act or achievement awards, quality step increase, etc.) you received in the last 5 years. Any performance appraisal/evaluation and award documentation you provide will be forwarded to the selecting official. The selecting official will review this documentation and give it due weight consideration during the overall selection process. Due weight for performance applies to federal and non-federal work. If you do not have your most recent performance appraisal/evaluation, please submit a statement as to why it is not available.

- Spouse of a member of the armed forces on active duty: documentation showing 1) your spouse's active-duty status and 2) your marriage to the member of the armed forces (i.e., a marriage certificate or other legal documentation verifying marriage).
- Spouse of service members who incurred a 100% disability because of the service member's active-duty service: documentation showing 1) the member of the armed forces retired, or was released or discharged from active duty, with a disability rating of 100 percent; and 2) documentation of marriage to the member of the armed forces (i.e., a marriage license or other legal documentation verifying marriage).
