Job Description

Step into a role where your legal expertise makes a lasting impact on Iowans across the state!

As the Claims Attorney with Iowa Title Guaranty (ITG)- a division of the Iowa Finance Authority (IFA)- you will have a unique blend of public service and professional challenge, where your work directly supports the integrity and efficiency of Iowa’s title system.

About Us:

At the Iowa Finance Authority, we’re committed to enhancing the economic well-being of Iowans. From helping first-time homebuyers achieve their dreams to supporting disaster recovery and water quality initiatives, we’re at the heart of improving the quality of life for residents across the state.

Iowa Title Guaranty plays a key role in this mission by offering affordable title guaranties that support mortgage lending and protect Iowa’s land-title system. ITG is the only state-run title coverage program in the nation and is often cited as an effective, low-cost alternative to traditional title insurance. As a self-sustaining program, ITG reinvests its surplus revenue directly into affordable housing initiatives—creating a powerful cycle of community reinvestment.

About this Opportunity:

As our Claims Attorney, you’ll provide legal counsel on title claims involving all aspects of real estate and insurance law, including challenges to title, transaction disputes, foreclosure matters, and contract actions to determine liability.

Key Responsibilities

  • Manage the full lifecycle of title claims—from intake and investigation to legal analysis, resolution, and recoupment—under Iowa Title Guaranty Certificates.
  • Draft and review legal documents such as affidavits, settlement agreements, and releases to support claim resolution and ensure legal compliance.
  • Represent Iowa Title Guaranty in court proceedings, including preparing filings, attending hearings, and participating in mediations and settlement conferences.
  • Oversee external legal counsel and coordinate with the Iowa Attorney General’s Office, managing litigation strategy, reviewing legal documents, and monitoring case progress, as necessary.
  • Pursue recovery actions and policy improvements by evaluating subrogation opportunities, initiating litigation when appropriate, and refining claims procedures and documentation.
  • Lead policy development, legal guidance, and compliance oversight for underwriting, claims, audits, and operations within ITG ensuring alignment with laws, regulations, and industry standards.
  • Collaborate with internal team members to mitigate risk and enhance ITG’s effectiveness.

We are seeking a detail-oriented professional with:

  • Strong background in real estate transactions, title insurance, or claims litigation.
  • Proven ability to analyze legal issues, draft clear legal documents, and communicate effectively.
  • Embodiment of our Core Values:

Accountability in Action - We take pride in our work and results.

Innovate Together - We thrive on solving challenges through dynamic collaboration with our teams and partners.
Mission Driven - We place Iowans at the heart of everything we do.
