Job Description

Duties
  • Serves as a primary point of contact for all counseling-related issues within the Agency.
  • Periodically analyze pre-complaint trends and identify areas of concern and/or make recommendations for improvement. Investigates sensitive pre-complaints, submits reports and makes resolution recommendations to appropriate officials.
  • Conducts detailed studies (e.g., program reviews, climate assessment surveys/focus groups) to identify systemic pre-complaint problem areas in all employment components, e.g., under representation, grade-structures of women and minorities, etc.
  • Counsel employees and job applicants who believe they have been discriminated against. Ensures the timely, fair, and impartial consideration and disposition of EEO complaints.
  • Compiles and analyzes various data to evaluate progress on individual initiatives and overall program; identifies areas in need of improvement; and recommends specific remedial initiatives to address identified problems.

Qualifications

Specialized Experience:
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.


Specialized experience is defined as: Experience independently managing EEO complaints, including intake, counseling, and case management. Experience needs to involve assisting with formal complaints to ensure documentation requests are processed within established time limits and in accordance with published regulations and policies, as well as identifying and presenting possible resolutions to problems to a supervisor.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

You may qualify for consideration if meeting time-in grade, specialized experience, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
