The Virginia Department of Transportation's Information Technology Division (ITD) is seeking a Legal Analyst for a one-year contract to provide technical support and guidance in developing and interpreting policy, legislative, and regulatory proposals. This role involves providing legal and regulatory analysis for ITD staff, acting as a liaison to the Office of the Attorney General, coordinating procurement claims, and supporting leadership with legislative analysis during General Assembly sessions.
Responsibilities:
- Technical Support and Guidance: Provide technical support and guidance in developing and interpreting policy, legislative, and regulatory proposals for VDOT's ITD, particularly related to procurement and General Assembly (GA) activities.
- Legislative Analysis: Analyze procurement-related legislation for ITD leadership. Serve as ITD lead during General Assembly legislative sessions, analyzing impacts and providing status reports to operational areas as needed.
- Coordination: Coordinate legislative briefings and debarment actions in conjunction with the Governance and Procurement Program Managers and the Office of the Attorney General. Serve as liaison to the Attorney General's Office to resolve legal issues.
Qualifications:
- In-depth knowledge of Commonwealth of Virginia procurement practices and requirements.
- Demonstrated ability to negotiate, mediate, settle disputes equitably, and handle difficult situations diplomatically.
- Excellent written and oral communication and presentation skills, with the ability to simplify technical terms and collaborate with diverse personnel.
- Ability to plan, coordinate, and manage multiple, concurrent assignments in a timely manner and in a fast-paced environment with competing priorities.
- Ability to analyze complex financial data or legislation, work with detailed numerical data, reach logical conclusions, and generate reports.
- 5 years of experience in procurement practices and requirements.
- 4 years of combined training, experience, or education in Law, Paralegal Studies, Business Management, Public Management, Public Policy, or a related field.
- 5 years of experience in negotiation, mediation, and dispute resolution.
- 5 years of experience in managing multiple assignments in a fast-paced environment.
- 2 years of knowledge related to the Code of Virginia and Information Technology (desired).
Additional Considerations:
- Virginia Contracting Officer (VCO) certificate.
- Experience in a state or local agency.
