ASSISTANT LEGAL COUNSEL
Executive- Legal
 
The West Virginia Housing Development Fund (the “Fund”), a quasi-governmental organization providing safe, decent, affordable housing across West Virginia is seeking qualified candidates for the position of Assistant Legal Counsel in our Charleston, WV office.
 
Job Summary: This employee is responsible for providing support to the various departments within the West Virginia Housing Development Fund (the “Fund”) relating to legal issues and regulatory changes, including the Fund’s Single Family and Loan Servicing Departments.  The attorney in this position will be primarily responsible for providing opinions on day-to-day compliance issues while monitoring developments in applicable state and federal laws and regulations to assist management to ensure corporate compliance.
 
This employee is expected to perform his/her duties with the highest ethical standards and represent the Fund with the highest possible integrity, honesty, and fairness in all dealings with the public and business community.  This employee will have access to sensitive and confidential data; therefore, confidentiality must be maintained at all times.
 
 Essential Functions:
  • Researches federal and state housing finance statutes and regulations, analyzing the impact on existing policies and business practices and drafts legal memoranda, policies, and procedures, as needed;
  • Develops and maintains a current knowledge of applicable laws, regulations, interpretations and/or regulatory issues;
  • Monitors pending state and federal legislation and assesses potential impact on the Fund;
  • Provides briefings to management on significant regulatory/compliance developments;
  • Reviews contracts for the Fund as assigned;
  • Assists the Fund’s finance team on bond transactions as needed;
  • Responds to FOIA requests, subpoenas, and Attorney General complaints as required;
  • Coordinates and/or conducts staff training on regulatory compliance policies as needed.
 
Qualifications:
  • Juris Doctor (J.D.) degree and admission to practice law in West Virginia (or eligibility for admission)
  • Minimum of five years’ full-time employment in the practice of law.
  • Strong written and oral communication and attention to detail.
  • Demonstrated ability to manage a diverse workload with competing deadlines
 
Preferred Qualifications: 
  • Minimum of five years’ experience in banking or housing finance, governmental legal work, or a related field.
  • Three years’ management experience.
