The Judicial Council of California is accepting applications for a Senior Analyst to join the Leadership Support Services office.
This Senior Analyst position provides primary staff to one of the largest Judicial Council advisory bodies: the Court Executive Advisory Committee (CEAC); and various CEAC Subcommittees and Working Groups. Additionally, the senior analyst will serve as comprehensive backup staff to TCPJAC (Trial Court Presiding Judges Advisory Committee) primary staff and the Joint (TCPJAC/CEAC) staff. The Trial Court Leadership (TCL) unit serves as a central point of coordination and communication between the trial courts and the Judicial Council of California. This position is responsible for providing advanced journey-level, professional analytical work in managing projects and/or programs, conducting research, developing policies and procedures, and serving as a subject matter expert with the highest level of knowledge in assigned projects and programs.
The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations.

- Provide professional-level staff support to the Court Executive Advisory Committee (CEAC), and its subcommittees and working groups (Work extensively with executive Judicial Council/branch leadership on advisory body business.
- Advise the co-chairs and subcommittee on issues and actions for all CEAC subcommittees. Subject matter expert for the variety of subcommittees and work groups.
- Analyze complex issues and prepare briefing memoranda and meeting materials.
- Consult with subcommittee co-chairs and/or senior staff to CEAC (and TCPJAC if needed) to prepare agendas, meeting materials, and reports.
- Implement, comply, and monitor adherence to JC governance structures, policies, and procedures (e.g. nomination cycles, templates, open meetings rule). Perform ongoing business process improvement and quality assurance in oversight of CEAC subcommittees.
- Provide professional-level staff support to TCPJAC and Joint (TCPJAC & CEAC) in a secondary-staff role (backup); while maintaining an extensive, thorough, working knowledge of advisory body business. Work extensively with executive Judicial Council/branch leadership.
- Composes, reviews, and finalizes original comprehensive and complex reports, requests for proposals, memoranda, briefings, and other documents
Other Duties and Responsibilities:
- Act as point of contact for Service of Process on behalf of the Judicial Council of California.
- Attend various meetings and required training.
- Participate on committees and in conferences, as assigned.
- Travel as required.

Education and Experience:
Bachelor’s degree, and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation.
Possession of a bachelor’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.
OR
One year in the Analyst classification with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California Superior Court or California state-level government entity.
