Position Overview

The Office of General Counsel is seeking to hire an Associate General Counsel to the Deputy General Counsel to provide legal advice and legal representation services for the Department of Human Services. This position provides legal expertise for Department of Human Services (DHS) administrative divisions and offices by researching legal issues, reviewing and interpreting laws, implementing new laws, reviewing policy to assure consistency with laws, etc.; assists with receiving and reviewing inquiries regarding the State Officials and Employees Ethics Act; reviews contract exceptions and breach of contract issues, assists in reviewing other legal documents for the Office and the Division; monitors potential and threatened litigation which is substantial and exposes the Department, Governor, and the State to significant liability; and serves as liaison and co-counsels with the General Counsel on difficult legal issues.

Essential Functions
  • Serves as Associate General Counsel to the Deputy General Counsel.

  • Provides legal expertise for Department of Human Services (DHS) administrative divisions and offices by researching legal issues, reviewing, and interpreting laws, implementing new laws, reviewing policy to assure consistency with laws, etc.

  • Assists with receiving and reviewing inquiries regarding State Officials and the Employees Ethics Act.

  • Reviews contract exceptions and breach of contract issues.

  • Monitors potential and threatened litigation which is substantial and exposes the Department, Governor, and the State to significant liability.

  • Serves as liaison and co-counsels with the General Counsel on difficult legal issues.

  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college.

  • Requires the possession of a license to practice law in Illinois.

  • Requires three (3) years professional experience in the practice of law.

Preferred Qualifications
  • Three (3) years of professional experience meeting deadlines with strong attention to detail and the ability to use critical thinking skills while multi-tasking multiple projects. 

  • Three (3) years of professional experience writing reports, ensuring detailed and critical analysis of work performed. 

  • Two (2) years of professional experience with ethics-related matters.

  • Two (2) years of professional experience in the area of grant-making or 2 CFR 200.

  • Two (2) years of professional experience related to the procurement of goods or services.

  • Two (2) years of professional experience conducting investigations and drafting investigation reports.

Conditions of Employment
  • Requires basic proficiency in Microsoft Office Word and Excel.
