Job Description

Regular Schedule: 35 hours per week. 

A full-time, non-merit vacancy, with full County benefits exists in the Circuit Court of Baltimore County.   

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

The Legal Technician-Civil works full-time in the Court’s Access to Justice Resource Center assisting self-represented litigants with their civil cases. This position provides information about the Court’s policies and procedures related to civil cases in-person, virtually and by telephone. This is a full-time position in the Court’s Family Services Department and reports directly to the Director of the Access to Justice Resource Center.

Essential Job Duties

  • Assists self-represented litigants in person, via phone, via e-mail and via remote conferencing technology. 
  • Assists clients with Maryland Judiciary forms; provides information on how cases proceed through the court via the Differentiated Case Management plans. Monitors and responds to email inquiries. 
  • Supports clients in accessing technology including computers, printers, and copiers. Instructs clients on the use of MDEC case management system and Access to Justice Center equipment. 
  • Assists Director with community outreach related to common civil law issues. Refers clients to other legal assistance resources such as legal aid; learns new systems, policies, and laws as needed. 
  • Performs similar duties in a back-up role to the Legal Technician-Family and Legal Resource Coordinator as needed.

  • Performs other related duties as required.

Qualifications


Possession of a bachelor’s degree and at least one (1) year of experience in a legal setting 

Or

Possession of an associate's degree, plus two (2) years of experience in a legal setting

Or

A combination of four (4) years of relevant education and experience in a legal setting.

Preferred Qualifications:

  • Spanish-speaking individuals are especially preferred for this role. Individuals who possess a bachelor’s.
  • Degree in legal studies or similar field and at least two years of experience working for a lawyer, law firm, a court or a public or non-profit organization. 
  • At least one year of experience working in civil law.
Knowledge, Skills, and Abilities
  • Excellent interpersonal, communications and customer service skills. 
  • Knowledge of applicable legal terminology and basic knowledge of court procedures, especially in civil law. 
  • Excellent listening and problem-solving skills.
  • Ability to plan effectively and communicate well with attorneys, judges, the public, and staff.
  • Competent with computer and audio/visual technologies.
  • Highly organized and have basic office and computer skills, including
    experience working with Microsoft Office. 
  • Ability to work independently.
  • Ability to work closely with other staff in the Access to Justice Resource Center
    and other departments as a team. 
  • Ability to work independently and manage time effectively.

Conditions of Employment

This position is a non-merit unclassified position with the Circuit Court for Baltimore County and is subject to the personnel policies and procedures adopted by the Court and Baltimore County.


Physical and Environmental Conditions
The work of this classification is essentially sedentary, but may include occasional walking, standing, lifting of boxes or other limited physical activities.

Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete an employment investigation, including, but not limited to criminal background, education, and fingerprinting checks.
