Duties This Paralegal Specialist provides substantive legal support to Criminal Division Assistant United States Attorneys (AUSAs) in a variety of specialized litigative activities related to complex grand jury actions and matters.
If selected for this position, you will join a well-respected team that is responsible for providing Paralegal Specialist support in the U.S. Attorney's Office, Southern District of Florida, located in Miami, Florida, focusing in the areas of legal research, legal writing, evidence and discovery, case support, and administrative duties.
Typical work assignments will include:
- The incumbent uses an in-depth knowledge of the application of various laws, court and/or administrative decisions and interpretations related to grand jury proceedings.
- The incumbent drafts initial legal and administrative briefs, USAO motions, oppositions to defense motions and correspondence for AUSA review.
- The incumbent prepares and organizes documentation and evidence for production as discovery and for use in trial.
- The incumbent participates in pre-trial witness conferences, noting any deficiencies in case materials (e.g., missing documents, conflicting statements) and additional issues or other matters requiring investigation prior to trial.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
To qualify at the GS-09 level, you must possess:
Specialized Experience: At least one year of specialized experience equivalent to the GS-07 level in the Federal service performing (obtained in either the public or private sectors) (2) of the (3) duties listed below:
- Assisting in gathering facts using the basic application of a body of law, regulations, precedents, and/or related to grand jury proceedings;
- Organizing and/or preparing research material from legal reference sources such as directives and policies, commercial legal publications and automated legal research systems to help determine pertinent information;
- Drafting routine legal documents, motions, opinions, or findings. (This experience must be demonstrated in your resume.)
Successful completion of one of the following types of education in a related field, (such as paralegal studies, criminal justice, social science, business administration, or english): a master's degree or equivalent graduate degree (such as an LL.B. or J.D.); OR 2 full years of progressively higher level graduate education leading to such a degree. My education was obtained in an accredited college or university and demonstrates the knowledge, skills, and abilities necessary to perform the duties of the position. A combination of specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, which when combined equals 100% of the requirements. To calculate your percentage of education, first determine the total number of hours that exceed 18 semester hours (or your school's definition of one year of graduate study) then divide the total number of your excess graduate semester hours by 18 (or your school's definition of one year of graduate study). To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. To qualify at the GS-11 level, you must possess:
Specialized Experience: At least one year of specialized experience equivalent to the GS-09 level in the Federal service performing (obtained in either the public or private sectors) (3) of the (4) duties listed below:
- Gathering facts for problem analysis and applying laws, regulations and policies related to grand jury proceedings;
- Interpreting, applying and/or explaining to others the application of a body of law, regulations and practices related to grand jury proceedings;
- Researching legal reference sources such as directives and policies, commercial legal publications and automated legal research systems to locate data to resolve legal issues;
- Analyzing issues of fact and law to draft legal documents, briefs, advisory of opinions or findings.
Successful completion of one of the following types of education in a related field, (such as paralegal studies, criminal justice, social science, business administration, or english): a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M degree. Graduate level education must demonstrate the competencies necessary to do the work of the position. (MUST SUBMIT YOUR COLLEGE TRANSCRIPTS.)
OR
A combination of the above described graduate education and specialized experience. To combine education and experience, determine the applicant's total qualifying experience as a percentage of the experience required for the grade level. Then determine the applicant's education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. Note that only graduate education in excess of 2 years can be used in the combination. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09is required to meet the time-in-grade requirements for the GS-11 level.
