Are you a dedicated attorney with a passion for public service and a commitment to ensuring fairness and integrity in government procurement? The State of Iowa’s Department of Administrative Services (DAS) is seeking a knowledgeable and detail-oriented Procurement Attorney (Attorney 2) to join our Labor and Legal Services Team. This role offers the opportunity to directly impact public service by ensuring legal compliance, transparency, and efficiency in procurement processes that benefit Iowa’s communities.

As a Procurement Attorney, you will provide legal guidance to the Central Procurement and Fleet Enterprise on complex state procurement matters. This includes advising on requests for bids, proposals, and information; developing terms and conditions for diverse contracts; reviewing vendor exceptions; and ensuring compliance with both state statutes and federal regulations. Your role will be essential in upholding best practices, safeguarding public interests, and liaising with vendors and stakeholders to achieve successful procurement outcomes.

Additionally, you will work closely with the Attorney General’s Office on specialized procurement issues, offering expertise and collaboration to address emerging legal challenges in state purchasing. Flexibility and adaptability will be key, as you may also contribute legal support to other DAS areas as needs arise.

Key Responsibilities:

  • Collaborate with the Central Procurement and Fleet Enterprise on bid processes, contract terms, and vendor negotiations.
  • Advise on legal and regulatory compliance, including open records requests and adherence to federal and state procurement laws.
  • Partner with the Attorney General’s Office to handle complex procurement-related legal matters.
  • Provide legal support to DAS on non-procurement issues as needed, contributing to the broader mission of the department.

Preferred Qualifications:

  • Strong understanding of government procurement processes, state and federal laws, and public contract negotiation.
  • Exceptional analytical, communication, and negotiation skills with a commitment to ethical practices.

Possession of a law degree from an accredited institution
