The Oklahoma Office of the Attorney General is currently seeking a full-time Agent for our Medicaid Fraud Control Unit.

Position Summary:

The Medicaid Fraud Control Unit of the Oklahoma Attorney General’s Office is seeking an Agent whose primary responsibilities will be to investigate Medicaid provider fraud and/or the abuse, neglect, and financial exploitation of individuals in long term care facilities.  The position may require that the agent investigate exclusively one type of activity (fraud vs. abuse), or cases of both types. 

The Oklahoma Medicaid Fraud Control Unit (MFCU) is a state law enforcement division within the Oklahoma Attorney General’s Office, and its mission is to investigate and pursue enforcement actions against health care providers who have defrauded the Medicaid program or who have engaged in abuse, neglect, and/or exploitation of persons in residential health care facilities.  The MFCU has both civil and criminal enforcement powers. 

Typical job functions of this position will typically include, among others:

  • Working within a team of agents, analysts, and attorneys, to prosecute abuse, neglect, and financial exploitation perpetrated against residents in long term care facilities, and patients in the Medicaid system; to prosecute health care provider fraud in the Medicaid system; and to pursue civil enforcement actions against parties who have received overpayments or otherwise been paid improperly within the Medicaid system;
  • Working with Federal partners to conduct investigations and prosecutions;
  • Interviewing witnesses, victims, and suspects, and then memorializing findings with written reports;
  • Executing search and arrest warrants;
  • Working with administrative personnel to prepare and submit various documentation;
  • Preparing for, attending, and testifying at, hearings and trials as needed;
  • Networking with, and assisting, federal and other state counterparts (as appropriate);
  • Working as part of a larger network of MFCUs nationwide;
  • Working with other MFCU team members and the Unit as a whole to comply with the Twelve Performance Standards and other Federal authority used by Federal oversight officials to evaluate the MFCU operations and
  • Presenting outreach materials to various groups and entities.

The successful candidate for this position will work as a member of an interdisciplinary team of investigative agents, auditors/analysts, and attorneys, pursuing criminal enforcement actions such as incarceration, restitution and penalties, asset seizure, and exclusions from the Medicaid system, as well as civil enforcement actions such as recoupment of overpayments, civil RICO, and negotiated civil settlements.  The successful candidate for this position should have sound professional judgment, strong investigative skills, strong analysis skills, and the ability to understand and communicate complex and sensitive information and legal issues.  The Agent serving in this position will consult with attorneys, other investigators, and analysts; gather and review evidence; assist in the preparation and filing of criminal actions in the appropriate courts.  Additionally, the position may involve representing the Office and Unit in criminal and/or civil investigations and enforcements conducted jointly with Federal counterparts at any of the three U. S.  Attorney Offices located in Oklahoma.  

The agent accepting this position must maintain the integrity of the Attorney General’s Office, as well as the confidentiality of information and investigations as required by the Oklahoma Attorney General and the Medicaid Fraud Control Unit.  In-state travel, including some over-night travel, is expected.  Also, out-of-state training opportunities will be available and included.

Qualifications

  • CLEET-certified peace officer in Oklahoma, or eligible to become a CLEET-certified peace officer through reciprocity or successfully meeting and completing the standards and requirements of the Council on Law Enforcement Education and Training (CLEET), which may include the successful admission and completion of the CLEET Academy.
  • Possess a valid Oklahoma driver's license
  • Complete and pass a medical and physical fitness evaluation
  • Complete and pass a preliminary psychological assessment (MMPI)
  • Pass a drug screening test
  • Successfully complete a comprehensive background investigation.

Stevens Amendment Statement:

The Oklahoma Attorney General’s Office Medicaid Fraud Control Unit receives 75% percent of its funding from the U.S. Department of Health and Human Services under a grant award totaling $4,527,129.64 for Federal fiscal year (FY) 2025. The remaining 25% percent, totaling $1,509,367.95 for FY 2025, is funded by the State of Oklahoma. The federal fiscal year 2025 is defined as October 1, 2024, through September 30, 2025.
