Duties
What are the Major Duties of this Position?
Position is located in the Bureau of Prison’s (BOP) External Auditing Branch (EAB) in Central Office.
Provides management in the areas of American Correctional Association (ACA) accreditation and Prison Rape Elimination Act (PREA) audits.
Serves as a liaison for contact with external auditing agencies such as the Government Accountability Office (GAO) and the Office of Inspector General (OIG).
Monitors Institution Character Profiles (ICP) and Pilot Initiatives.
Acts as management’s representative and is responsible for ensuring management’s position and rationale are clearly articulated by ensuring the proper officials are involved are fully prepared for their role in the audit.
Coordinates relations with external governmental and non-governmental agencies authorized to conduct program audits of the BOP.
Reviews all program audit review findings and results from conferences, on-site visits, and other available information.
Identifies the issues/significant risk areas to examine; determines the methodology to apply; analyzed the data; develops solutions or correction action plans and communicates findings.

Qualifications
To be considered for the position, you must meet the following qualification requirements.
Education
There is no substitution of education for specialized experience for this position.
Experience
You must have at least One year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
Some examples of this qualifying experience are:
- Experience that demonstrates knowledge of internal and/or external reviews and audits to ensure compliance with policies and procedures within a correctional program area.
- Experience in conducting research to include identifying issues to examine, determining the methodology to apply, analyzing data, and employing relevant computer and statistical tools and communicating the findings to management officials.
- Experience in database management systems to track performance measures, problems and weaknesses, program evaluation, and compliance with established policy and regulatory requirements.
- Experience in communicating effectively with institutional staff, department heads, executive level staff, Regional and Central Office staff, outside government entities and stakeholders on issues relating to an organization’s audit and review process.
If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

- If you are on active duty and expect to be discharged or released from active duty service within 120 days, you may submit a Certificate of Release or Discharge from Active Duty from the appropriate Branch Personnel Office containing the following information: (1) the military service dates including the expected discharge or release date; (2) and the character of service (must be an honorable or general discharge); and (3) any qualifying service/campaign/expeditionary medals.
- Resume (limited to 2 pages) must include your name, contact information, and relevant experience (cover letter optional). Experience that would not normally be part of the Federal employee’s position is creditable when documented by satisfactory evidence of qualifying experience (e.g., a memorandum from the manager, Human Resource Manager, SF-52, MOU, etc.). If providing a memorandum, it must follow the format below AND clearly cite the duties performed.

- Start date and end date in month/year format (MM/YYYY) AND

- SF-50: Current or former Federal employees NOT employed by the Bureau of Prisons MUST submit a copy of their SF-50 Form which shows competitive service appointment, tenure group, and salary. If you are applying for a higher grade, and your experience was gained at a Federal agency other than the Bureau of Prisons, you MUST provide the SF-50 Form which verifies the length of time you have been in your highest grade and supports your claim for time in grade.
