SALARY GRADE: 23

Statewide Guardian ad Litem (GAL) Program provides legal representation to abused, neglected, and dependent child clients in the juvenile division of district court. The primary purpose of the GAL Training and Development Manager position is to develop learning programs and curricula to address the educational and training needs of the NC GAL Program within the Judicial Branch. The position assesses educational needs, performs task analyses, develops learning objectives, and designs related courses of instruction, including the development of resources to support instruction of NC GAL program staff, attorneys, and volunteers. The position pilots, evaluates, revises, and implements new learning programs for synchronous and asynchronous learning within the Learning Management System (LMS) and other platforms.

Duties include, but are not limited to, the following:

  • Design and develop learning content for web-based, instructor-led, and self-guided learning modules, including creating activities through application of adult learning principles that enhance the learning process.
  • Work with subject matter experts to build high-quality learning curriculum, including creating clear learning goals and objectives, organizing sequencing content and building training frameworks.
  • Support and model training facilitation expertise to colleagues to ensure best practice in training settings.
  • Recruit, oversee, and assess pre-service, in-service volunteer and/or staff training content and delivery.
  • Coordinate with local office stakeholders to ensure delivery of a statewide training system and curricula for 4000+ volunteers.
  • Develop and support learning metrics to evaluate impact and use of learning modules in-person and self-guided.
  • Identify emerging technology changes to support learning across the organization, including state and local level staff, attorneys, and volunteers.
  • Analyze and evaluate existing training materials for improvement and use with web-based platforms.
  • Research the delivery platforms and manage updates in timely fashion.
  • Develop technology user guides to help staff deliver virtual training.
  • Support other teams with tasks and projects as needed.
  • Evaluate training effectiveness to determine if learning objectives are met by learners.
This position reports to the GAL Services Administrator. Work hours are 8:00 AM - 5:00 PM, Monday - Friday. Majority of working time is spent in an office environment.

Qualifications

Knowledge, Skills and Abilities / Competencies

Knowledge of: advance-level adult learning theory and application; using and training on use of web-based applications: WebEx, Adobe Creative Cloud Suite, Captivate, Microsoft Office 365, Blackboard, Moodle, Zoom, Cornerstone, YouTube, JotForm, iContact; supporting and maintaining learning and communication technologies including internal and external websites; and basic video and audio editing skills.

Skills in: attention to detail; serving as a project manager to deliver training and training-related products for GAL onboarding and in-service needs for staff, attorneys and volunteers that can be delivered virtually and/or in-person including: conduct an organizational technology learning needs assessment; develop informal and formal evaluation and analysis tools of tech skills among a diverse group of learners; work both independently and collaboratively with a remote statewide team; group facilitation; interviewing and listening techniques used in needs assessments and course content development; technical writing; communicating written processes and procedures that is easy to understand by learners; delivering train the trainer modules; and organizing data organization platforms.

Ability to: work with a diverse group people, diverse skillset and varied locations statewide; learn new software systems and programming; develop, pilot, and manage online/LMS-based learning modules relevant to the work of the GAL organization statewide; provide project management to meet deadlines; provide regular status updates; handle competing priorities with proficiency; communicate challenges effectively; apply adult education theory and practice to curriculum development and course planning; use technological education tools and audio/visual equipment; handle multiple projects, meet deadlines, and shift priorities as required; establish and maintain effective working relationships with co-workers and Judicial Branch staff; and communicate effectively both orally and in writing.

Minimum Education and Experience Requirements

Bachelor’s degree in instructional design, adult education, public administration, or a related field, and four years of experience involving the development and implementation of staff training and management development programs; or an equivalent combination of education and experience.
