Duties General Manager Duties: As a Front Line Manager you will: Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action. Give advice, counsel or instruction to employees on work and administrative matters. Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions. Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate. Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Initiate ways to improve production, work processes and/or to increase the quality of the work directed. The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Knowledge of intermediate accounting principles, practices, methods, auditing standards, and developments are needed to provide advice, assistance, and recommendations to subordinates on unusually complex, sensitive, or precedent-setting situations; and to provide quality review of cases. Knowledge of management theories and practices in order to direct the work of program area(s) assigned effectively, as well as demonstrate effective management of human resources and materials. Knowledge of compliance programs, including pre-filing and post-filing activities, in sufficient depth to plan and direct the work of subordinates; promote voluntary compliance; and ensure fair and equitable compliance activity. Knowledge of examination programs to plan and direct the work of subordinates. Knowledge of Internal Revenue Code and tax related laws, court decisions regulations, and precedent rulings in order to provide authoritative technical guidance and ensure pertinent issues are addressed and fully developed during examinations. Qualifications Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. SELECTIVE PLACEMENT FACTOR (SPF):ACCOUNTING KNOWLEDGE: Applicants must demonstrate their knowledge of Principles of Accounting and Intermediate Accounting. Candidates can demonstrate this knowledge either through successful completion of 12 semester hours / 18 quarter hours of college level accounting (with at least 6 semester / 9 quarter hours at the intermediate level) and/or experience. Applicants qualifying based on education must submit transcripts with their application. AND SPECIALIZED EXPERIENCE: In addition to meeting basic requirements, to be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade (GS-11) in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated a substantive knowledge of business practices, basic accounting principles, and Federal tax laws and regulations; and that required the ability to audit tax records, analyze systems and bookkeeping, use fact-finding techniques, and develop interpersonal skills. Experience directing technical tax examinations involving individual, business, partnership, and corporate tax returns to determine correct tax liability and ensure consistent application of tax laws and examination procedures. Experience applying accounting principles, auditing techniques, and examination methods to analyze financial records, resolve complex tax issues, and support examination activities. Experience interpreting and applying Internal Revenue Code provisions, regulations, court decisions, and examination procedures to resolve technical tax compliance issues. Experience conducting or directing pre-filing and post-filing compliance activities to promote voluntary compliance and ensure fair and equitable application of tax laws. Experience evaluating examination processes and implementing process improvements that increase operational efficiency, productivity, and consistency in tax compliance activities. Experience using tax administration systems, automated research tools, and electronic case management systems to conduct examinations, monitor case activity, and analyze examination results. Experience coordinating examination activities with internal stakeholders to resolve technical tax issues, obtain required information, and support timely completion of examination cases. Experience reviewing technical examination reports, case documentation, and supporting records to ensure examination findings are accurate, complete, and supported by applicable tax laws, regulations, and examination procedures.
