Deputy Attorneys General, with critical support from criminal special investigators, victim service specialists, paraprofessionals, and administrative staff, prosecute criminal cases, enforce consumer laws, provide counsel to state agencies, ensure the public's access to open government, protect the abused, and much more.
- Collaborate with hiring managers to plan and execute timely recruitment strategies that align with DOJ goals.
- Manage all aspects of the job posting process, ensuring accuracy, clarity, timeliness, and compliance with applicable laws, rules, and policies.
- Create, review, and update job descriptions, job postings, supplemental questionnaires to determine qualification status, and various applicant correspondence. Ensure that the application and interview process reflect professionalism, fairness, and the organization’s values.
- Support position management by overseeing budgeted positions, including their establishment and modification, to align with organizational needs and budget parameters.
- Provide divisions with information on their designated budgeted and casual/seasonal positions and collaborate with the fiscal unit to ensure accurate funding sources.
- Prepare Personnel Action Forms (PAFs) for division and HR leadership review and approval.
- Source candidates using social media, job boards, and community outreach; represent the DOJ at job fairs and recruitment events.
- Design, implement, and evaluate Training & Experience (T&E) assessments to ensure fair and consistent applicant qualification reviews.
- Facilitate the hiring process, including salary analysis, offer preparation, pre-employment screenings, and coordination of onboarding.
- Maintain applicant tracking systems and ensure data integrity in HRIS platforms such as the Delaware Employment Link (DEL) and PHRST.
- Generate reports and extract data from PHRST, eStar, and DEL to support workforce planning, monitor compliance, assist with compensation and classification reviews, and track leave usage. Provide data to DOJ leadership for informed decision-making and assist with operational reporting, audits, strategic initiatives, or special projects as needed.
- Stay current on HR trends, recruitment best practices, and employment law to enhance HR processes.
- Perform other related duties as assigned to support the needs of the agency.
- Enter and maintain accurate employee data in PHRST, including processing new hires, rehires, terminations, promotions, transfers, position changes, and funding updates.
- Benefit enrollment and changes, leave management, FMLA, workers’ compensation, pension, and related programs.
- Ensure timely and accurate entry of payroll-related transactions such as leave keeping, time and attendance in eStar, and other leave/pay entries.
- Generate and review reports in PHRST and eStar to verify data accuracy and support HR, payroll, and management reporting needs.
The preferred qualification for this position is familiarity with the Payroll Human Resources Statewide Technology (PHRST) system or a comparable Human Resources Information System (HRIS).

- Provides guidance, direction and recommendations to employees, management and others based on findings, rules, regulations, policies, guidelines and precedents that impact assigned area of human resources.
- Depending on the size of an assigned agency and operations, employees perform professional human resource work specializing in one or more human resource functions or perform professional human resource work as a generalist for all human resource functions of one or more assigned agencies.
- Applies, explains, and ensures compliance with state and federal human resource laws, rules, regulations, standards, policies and procedures.
- Analyzes inquiries, needs and challenges; assesses organizational impact; evaluates alternatives/options and makes recommendations.
- Explains and supports human resource related actions and recommendations.
- Reports workplace risk management issues to leadership (e.g., safety, health).
- Researches, collects, analyzes and evaluates data and information from a variety of sources and documents findings in narrative and statistical reports.
- Utilizes automated human resources information systems or other computerized systems to research and report on data; may perform quality reviews of data in systems.
- Conducts special assignments and studies.
- Participates in interviews, meetings, conference calls and/or presentations.
- May calculate, resolve discrepancies and report on data for an agency’s payroll.
- Possession of a bachelor’s degree or higher.
- One year of professional human resource experience.
- Two years’ experience in performing paraprofessional or administrative support work for a human resource function. A Statewide Human Resource Certification or professional human resource certification may substitute for one year of experience.

- This position is exempt from the State of Delaware Merit System.
- The HR Advisor is a statewide position based in the Kent County office. Onsite presence is required to ensure timely communication, cross-departmental coordination, and hands-on support throughout the recruitment process.
- This position will require travel to NCC and Sussex Counties to support team and operational needs.
- Criminal background check: A satisfactory criminal background check is required as a condition of hire.
