The Opportunity
WSDOT is seeking an experienced and detail-oriented professional to serve as the Community Purpose Property Management (PM) Specialist within the Headquarters Real Estate Services (HQ RES) Office. This position plays a vital role in supporting statewide property management efforts by leading the leasing and disposal activities for select WSDOT properties, as mandated by recent legislative changes (RCW 47.12.120 and RCW 39.33.015). As a direct report to the Property Management Program Manager, the Community Purpose PM Specialist will serve as a subject matter expert in one or more core property management areas— Leasing, Disposal, Inventory, and Title— and ensure all transactions adhere to state and federal requirements. A successful candidate will bring advanced technical knowledge, strong policy interpretation skills, and the ability to navigate complex property transactions involving affordable housing and community purposes. This position requires proactive collaboration with internal and external stakeholders, including regional offices, the Attorney General’s Office, and the Federal Highway Administration.

What to Expect
Among the varied range of responsibilities held within this role, the Community Purpose PM Specialist will:

  • Provide support for property management functions related to leasing and disposal of property for community purposes and/or affordable housing, including tracking work, establishing regional priorities, and documenting roles of HQ and region staff.
  • Assist statewide in areas where the position incumbent is a subject matter expert for property to be leased and/or disposed of for community purposes and/or affordable housing and advise WSDOT staff on related policies and procedures.
  • Provide guidance to region and mega projects staff on how to appropriately perform property management functions for leasing and/or disposal of properties for community purposes and/or affordable housing.
  • Provide technical expertise to agency administrators, managers, regions, local agencies, federal and state agencies, attorney general’s office, consultants, and the public as it relates to leasing and disposal.
  • Independently review lease and disposal packages from RES staff, consultants, and mega projects, and ensure lease/disposal documents comply with federal regulations and state law.
  • Track all leases and disposals for properties leased or surplused for less than fair market value/economic rent and report annually to the transportation committees and the Federal Highway Administration (FHWA).
  • Provide coaching, mentoring, and training in leasing and disposal matters to region/mega RES staff and consultants.
  • Provide program support to HQ RES Property Management Program Manager, including updating tracking spreadsheets and RES documents, procedures, maintaining records, assisting with training, and supporting special projects.

Qualifications
To be considered for this opportunity, the following competencies are required:

  • Property Management and Right of Way Expertise: Demonstrated experience across right of way disciplines appraisal, title, acquisition/negotiation, relocation, and property management with primary focus in property management on public or governmental properties.
  • Regulatory and Legal Knowledge: Comprehensive understanding of federal and state regulations (23 CFR Part 710, 49 CFR Part 24, RCW, WAC), WSDOT Right of Way Manual, real estate and landlord-tenant laws, highway access control requirements, and eminent domain practices.
  • Leadership and Training: Experienced in supervising and training individuals and groups, directing actions of property management agents, and developing policy recommendations and guidance.
  • Technical Tools and Systems: Proficient in Microsoft Office Suite and applications such as SRview, IRIS, ECM, and additional tools including Google Earth Pro, SharePoint, and ProjectWise.
  • Analytical and Compliance Review: Skilled in reviewing title reports, acquisition files, legal descriptions, and right of way plans to assess encumbrances, ensure regulatory compliance, and determine appropriate language for lease and disposal transactions.
  • Decision-Making and Risk Assessment: Able to work independently, evaluate complex property management cases, assess risks, and make informed decisions within policy and legal frameworks.
  • Communication and Collaboration: Demonstrated ability to communicate complex information clearly and effectively to technical and non-technical audiences, while building collaborative relationships across teams, agencies, and the public.
  • Organizational Effectiveness: Capable of managing priorities, preparing legal documents and exhibits, maintaining accurate records, and performing effectively in both independent and team environments.

It is preferred that qualified candidates also have:

  • Experience in the Title Insurance and Escrow industry.
  • Knowledge of:
    • Disposal and lease requirements based on current law and WSDOT policy.
    • Real Estate and Landlord Tenant laws, including title and eminent domain.
    • Extensive experience with Federal regulations 23 CFR Part 710 – Right of Way and Real Estate.
    • Experience with Federal regulations 49 CFR Part 24, the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (URA), that govern acquisition and relocation assistance activities under the URA.
    • Extensive experience with Revised Code of Washington (RCW) and Washington Administrative Code (WAC) relating to acquisition, condemnation, certification, title examination guidelines and procedures, and right of way process as identified in the WSDOT Right of Way Manual.
    • Technical engineering practices and statewide policies, procedures, and standards.
    • Experience providing real estate technical assistance and guidance on right of way matters on federal aid projects.

  • This position requires the ability to move and transport boxes, files and other office materials up to 25 pounds.
  • Travel is an expectation of the position and may be required on a regular, sporadic, or as needed basis to attend meetings, trainings, and/or work sites (including driving a motor vehicle and overnight travel for extended periods of time if necessary).
  • This position offers flexible /hybrid remote work options with 2 - 3 in-office days per week.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
