This position is located in the Transportation Division of the Department of Justice. This position is the Section Head of the Contract Claims and Administration Section which provides legal services, counseling and representation to the North Carolina Department of Transportation ("DOT") within broad categories of duties assigned by the Senior Deputy Attorney General to whom he/she reports. These duties include (i) drafting, reviewing and approving DOT contracts such as those for highway and bridge construction, consultant services, project cost-sharing by municipalities and private developers and planning of coordinated street systems with groups of units of local government, (ii) advising DOT with respect to these contractual matters, and (iii) representing DOT in administrative and court litigation with respect to these contractual matters.
In addition to supervising the attorneys in the section, other duties include advising DOT and representing it in litigation in many diverse areas such as compliance with laws and regulations governing federal-aid, state and federal environmental issues, state and federal anti-discrimination, state and federal personnel laws; Powell Bill; state and federal billboard and junkyard control; public records and open public meetings; conflict of interest; traffic engineering; public official liability; public utility and railroad; bicycle; public transit; tort liability; and tax.

Licensed to practice law by the North Carolina State Bar and five years of progressively responsible professional legal experience.
NOTE: GS 114-2 and 114-6 make it the duty of the Attorney General of NC to represent the State of North Carolina in all litigation unless another statute specifically states otherwise.
