Job Description
Serves as legal counsel within the Office of the Chief Counsel representing the agency regarding contracts, leases, grants, and agreements, including matters related to procurement, real estate, intellectual property, construction, and fiscal law.
Duties Provides legal support in the areas of acquisition, fiscal law, and real estate, including as they relate to the Brand-New Air Traffic Control System (BNATCS), with limited supervision or guidance. Develops mastery of concepts and processes applicable to BNATCS, including understanding the Integrator Accountability Contract and related statutes, regulations, and other authorities. Develops excellent knowledge of BNATCS programs and priorities. Proactively contributes ideas and offers solutions to achieve BNATCS. Develops good working relationships with BNATCS program offices and other stakeholders. Demonstrates sound judgment in seeking additional business information and applying legal analysis. Represents the agency before appropriate internal and external tribunals, as well as with other federal, state, or local agencies. Provides legal advice and assistance on agency contracts, leases, grants, and agreements, including matters relating to procurement, real estate, intellectual property, construction, fiscal law, and related matters. Provides legal support, in terms of legal review, analysis and concurrence on insurance contracts/policies and instruments of settlement and release to the FAA Aviation Insurance Program Office, involving certain classified programs. Conducts thorough legal research by appropriately identifying and analyzing relevant legal and factual issues and arguments. Assesses legal strengths and weaknesses of available arguments to provide accurate, complete, and practical legal advice and conclusions. Identifies and learns emerging issues, principles, and practices relevant to the legal practice area. Produces communications that are well-organized, clear, and persuasive. Provides advice tailored to the program office and requirements of the agency. Maintains the appropriate balance between providing accurate, complete, and practical legal advice. Effectively presents advice to meet audience expectations and level of understanding. Demonstrates interpersonal skills needed to develop and maintain strong relationships. Actively participates with program office to identify and meet program office goals and objectives. Seeks consensus with program office as to the timing and scope of work. Proactively identifies and appropriately pursues solutions to effectively represent the agency's interest in responding to high priority issues. Puts forth effort to meet established proficiency level goals and objectives. Keeps program office informed of developments, to include why and when an extension may be necessary. Demonstrates knowledge and understanding of key program office business processes, priorities, and objectives relevant to the practice area. Accurately identifies program office business objectives and issues when providing legal advice. Provides appropriate alternative solutions as needed to meet program office's strategic business objectives. Provides legal risk/reward analysis in support of business decisions. Demonstrates knowledge and understanding of when and the willingness to go to more senior-level of client based on risk-levels. Demonstrates skill in representing the agency. Consistently puts forth effort needed to accomplish tasks and produce work that is timely and of professional quality. Keeps practice area and AGC management informed of program office issues and activities that may or should be discussed at a higher management level. Keeps supervisor timely informed of developments on legal matters. Educates program offices about efficient and effective use of legal resources. Uses available staff resources and technology to manage workflow and product. Pursues new ideas or approaches to strengthen personal and professional effectiveness. Follows established office administrative policies and procedures. Salary- $64,308 - $119,883/year
