Job Summary

Legal is responsible for advising the Commissioner and Division on all legal matters. Legal coordinates legal proceedings, represents the Division in contested cases, manages service of process for companies, ensures compliance with the Insurance Code, as well as with other obligations on the agency, such as public records, and participates in drafting bills, regulations, and guidance. Legal also provides legal support for special projects, conducts staff training, and ensures administrative actions conform to legislative policy under the Commissioner’s direction.

Essential Qualifications

AJuris Doctor from an accredited law school, currently admitted to and in good standing with the Nevada bar, with proficiency in legal information technology systems, including legal research platforms, case management systems, and e-discovery tools.

A Nevada attorney with experience in administrative and civil law, a solid understanding of criminal law, and familiarity with insurance and risk-transfer concepts. The ideal candidate has presided over legal proceedings, such as mediation, arbitration, or hearings, and understands the role of regulation. They are both curious and patient, with a strong ability to navigate complex legal matters.

Job Duties

The Insurance Counsel serves as the general counsel for the Division, reporting to the Chief Insurance Counsel. They advise the Commissioner on matters related to the Division’s regulatory responsibilities and counsel Division staff on legal issues concerning compliance and operations. The role includes representing the Division in administrative hearings, prosecuting Insurance Code violations, and advising on the drafting of proposed legislation and regulations. Insurance Counsel also conducts legal research, writes formal opinions, legislation, pleadings, memoranda, and other correspondence, and provides general legal support as needed. Additionally, the Insurance Counsel may be appointed by the Commissioner to serve as a hearing officer in administrative hearings. This list is not exhaustive.

Strong leader with excellent research, writing, and communication skills. Skilled in managing priorities, working independently and in teams, and adapting to newtechnologies. Detail-oriented, proactive, and able to develop new skills to meet evolving needs.
