- General Summary & Essential Responsibilities
This is professional legal work of difficult and responsible nature in performing legal services for the County.
Work involves responsibility for performing a wide variety of complex professional legal duties which include providing sound and effective legal services for all county departments. Work also includes drafting of ordinances and other documents, and the rendering of significant legal opinions. Work is performed with considerable independence within the framework of established policies requiring considerable initiative and judgment. Work is reviewed by an administrative superior through conferences, observation, and evaluation of reports and through analysis of results obtained.
Essential Responsibilities- Prepares and reviews all ordinances, resolutions, contracts, deeds, leases, and other legal documents requested by the Board of County Commissioners, County Administrator or the management staff.
- Performs legal research and prepares legal opinions for County departments, boards, and agencies.
- Conducts in-depth research
- Performs related work as assigned.
- Min. Education, Licenses and Certifications
Education and Experience:
- Degree from an accredited law school
- Five (5) years of experience in:
- Governmental law experience related to Florida building construction law, code enforcement, foreclosures, and grants.
- Must maintain a valid driver’s license.
- Active member in good standing with the Florida BAR.
- Knowledge, Skills and Abilities
Knowledge, Skills, and Abilities:
- Considerable knowledge of municipal, county, state, federal, common law and constitutional law affecting county government.
- Considerable knowledge of ordinances relating to the authority and functions of county departments, boards, and agencies.
- Considerable knowledge of judicial procedures, rules of evidence and methods of legal research.
- Considerable knowledge of established precedents and sources of legal reference applicable to county activates.
- Ability to interpret and apply legal principals and precedents in resolving legal problems.
- Ability to establish and maintain effective working relationships with public officials, management staff, subordinates and the general public.
- Ability to research, analyze and prepare a wide variety of legal documents.
- Strong time-managment skills, project management skills and ability to meet deadlines.
- Knowledge of departmental policies, plans, and procedures.
- Knowledge of modern office practices, plans, and procedures.
- Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
