Description

To plan, manage and direct the Court Order Operations branch to ensure compliance with applicable federal and state laws, rules, regulations and NFCU policies and procedures to mitigate NFCU legal, monetary, and reputational risk. Assist the VP of Legal Operations in developing branch strategies, directing and overseeing Court Order Operations to ensure Security organizational objectives are achieved for legal attachment and subpoena operations. Evaluate and adjust branch work quality, staff performance, systems, processes and procedures to meet goals. Partner with key business partners including the Office of General Counsel, other internal groups, court officials, government agencies, attorneys, and other parties. Serve as subject matter expert regarding branch functions, systems, policies and/or procedures. Manage daily activities of professional employees and/or supervisors. Support executive management in developing and executing strategic plans. Develop and maintain industry relationships.



Responsibilities
  • Develop branch strategy, establish priorities and set goals; evaluate and implement standards to ensure alignment with department/organizational objectives
  • Provide strategic analysis, recommendations and help in influencing key decisions by senior department leadership regarding technology and financial trends, and competitive analyses of branch’s strengths weaknesses, etc.
  • Serve as point of contact to respond to and resolve escalated concerns/issues from members, lawyers, and court officials
  • Maintain adequate controls to mitigate losses, manage reputational and legal risk 
  • Collaborate with the Office of General Counsel and outside attorneys on legal matters; discuss legal requirements
  • Oversee and ensure problem resolution of implementation and testing issues and/or defects for new and existing systems; recommend solutions to avoid system outages
  • Conduct benchmarking and trend analysis to drive continuous improvement, elevate service performance, and maintain high operational efficiency
  • Identify and resolve operational and performance gaps and obstacles; implement changes and improvements
  • Monitor work environment and direct allocation of resources to ensure adequate staffing to meet production and member service standards
  • Oversee quality control audits to ensure compliance with applicable federal and state laws, rules, regulations, and NFCU policies and procedures
  • Maintain thorough knowledge of and ensure compliance with applicable federal and state laws, rules, regulations and NFCU policies and procedures 
  • Monitor and analyze changes to applicable federal and state laws, rules and regulations; develop action plans for implementation/dissemination, and coordinate changes with affected branches/divisions
  • Partner with Compliance and OGC to prepare for and implement process and policy updates in response to regulatory changes 
  • Develop and implement programs to improve legal attachment and subpoena compliance effectiveness 
  • Facilitate the assessment and implementation of new technologies and best practices; manage major systems projects involving cross or multi-organizational collaboration within and outside of NFCU 
  • Manage and evaluate internal controls and processes 
  • Build and maintain effective relationships with staff, management, key stakeholders, external agencies, vendors, etc. 
  • Oversee training and development programs for staff; evaluate training programs to ascertain effectiveness
  • Lead and/or represent the branch in change management efforts, cross-functional initiatives and department/organization projects
  • Perform supervisory/managerial responsibilities
    • Ensure adequate/skilled staffing; select employees
    • Establish performance goals and priorities
    • Prepare, conduct and review performance appraisals
    • Develop, mentor and counsel staff
    • Provide input and/or prepare budget requirements for Annual Financial Plan (AFP)
    • Ensure section/branch goals and objectives align with division/department strategy
    • Ensure efficiency of operations
    • Leadership Level – Supervise daily activities
  • Perform other duties as assigned


Qualifications
  • Bachelor’s degree in Criminal Justice, Business Administration, Finance, or an equivalent combination of education, training, and experience
  • Expert knowledge of applicable federal and state laws, rules and regulations
  • Expert knowledge of document control and document security measures 
  • Expert knowledge of operational and regulatory risk controls, concepts and practices 
  • Extensive experience in leading teams in business process improvement initiatives
  • Significant experience in managing multiple priorities independently and/or in a team environment to achieve goals
  • Extensive experience that demonstrates the ability to research, compile, and document data, business processes, and workflow
  • Extensive experience in working with all levels of staff, management, stakeholders, vendors
  • Extensive experience in supervising and leading employees
  • Experience with Software Development Life Cycles (SDLC) and software development methodologies (ex. Waterfall, agile, scrum, RAD, etc.)
  • Expert skill in comprehending, analyzing, applying and communicating complex written legal documents 
  • Expert research, analytical, and problem solving skills 
  • Expert skill communicating with all levels within an organization 
  • Expert skill demonstrating thought-leadership, initiative-taking, decision-making and creativity solving business problems 
  • Expert skill exercising initiative and using good judgment to make sound decisions 
  • Expert organizational, planning and time management skills

Desired Qualifications

  • Juris Doctor or Paralegal Certification 
  • Lean Six Sigma, Scrum Product Owner and/or Scrum Master Certification
  • Significant experience in overseeing a high volume legal document operation 
  • Advanced knowledge of NFCU systems, policies, procedures, practices and/or actions
