- Finance DirectorUtah Office of the Attorney GeneralThe Utah Office of the Attorney General is seeking an experienced Finance Director to oversee the financial operations of its office. Reporting directly to the Administrator, the Finance Director will lead the development, implementation, and oversight of the office’s financial activities, fiscal policies, client billing, and financial reporting. This position plays a critical role in ensuring transparency, efficiency, and accountability in the Office’s financial management. Currently, the total Office budget is approximately $130 million, of which the internal service fund comprises almost $70 million. The Office also has almost 600 employees.

- Responsibilities
- Direct and manage all aspects of the office’s financial operations and financial support services, including budgeting, accounting, client billing, auditing, financial reporting, travel, and purchasing.
- Develop and administer the office’s annual budget in compliance with office priorities, initiatives, and policies as well as state and federal regulations.
- Provide strategic financial guidance to executive leadership, division directors, and program managers.
- Prepare detailed financial reports and dashboards, presenting detailed financial information to executive leadership, division directors, office personnel, and legislative bodies.
- Oversee client billing and collection for legal and other services.
- Ensure compliance with all applicable laws, regulations, and policies governing public finance.
- Coordinate external audits and serve as a liaison to external auditors.
- Oversee grant and fund management, including forecasting, expenditure tracking, and reporting.
- Supervise and develop finance staff, ensuring a high level of competency and performance.
- Implement financial controls and risk management strategies.
- Re-engineer financial practices and systems to improve operational effectiveness.
- Manages special fiscal projects or activities of a highly specialized nature (i.e., preparation of Annual Comprehensive Financial Report, review/control of internal services and enterprise funds, development of forms/reports, etc.).
- Lead financial planning for any capital projects and long-term fiscal sustainability.
- Qualifications
Minimum Qualifications:
- Bachelor’s degree in accounting, finance, business administration, public administration, or a related field.
- At least 7 years of progressively responsible experience in public finance or government accounting, including 3 years in a management or supervisory role.
- Strong knowledge of governmental accounting standards (e.g., GASB), state budgeting procedures, and grant management.
- Proficiency with financial management software and Microsoft Office Suite.
- Excellent analytical, leadership, and communication skills.
Preferred Qualifications:
- Master’s degree (MAcc, MBA, MPA, or related field).
- Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) designation.
- Experience working within a state office or agency or large public sector organization.
