The Harris County Attorney's Office (HCAO) is seeking a Human Resources Generalist to deliver strong employee experience across recruitment, onboarding, employee relations, benefits administration, policy interpretation, and compliance with labor laws. Works closely with the HR Director and Deputy Director to shape and model workplace culture that is inclusive, collaborative and grounded in service. Ensures operational excellence for HR activities.

The selected candidate may be eligible to participate in the HCAO telework program.


Duties and Responsibilities:

Recruitment and Onboarding:

Facilitates hiring qualified candidates by collaborating with hiring managers, HRT, and our HR team to develop accurate job descriptions, post positions internally and externally, review applications, schedule interviews as needed, verify prior work history, conduct reference checks, prepare salary analysis, and present offer letters.

  • Warm point of contact for candidates in our process.
  • Updates vacancies and talent acquisition collaboration tools with Monday.com.
  • Liaison with temporary staffing agencies for interns, supplemental hiring.
  • Hosts in person onboarding the first day of each new timesheet cycle.
  • Generates, files, and follows HRT forms related to position reclassifications, job class and wage grade revisions, and matters that require Commissioners Court approval.

Benefits Administration:

Supports HRT’s administration of employee benefits and wellness programs, including health insurance and retirement plans, and ensure employees are informed about their options.

  • Networks across HRT to ensure effective planning and programs for our team.
  • Advocates for staff as needed in sick pool, LTD, and other plan questions.
  • Processes FMLA / ADA requests, supports employees and supervisors in all phases of the process from application, documentation, close out, and re-certification, as needed.

Employee Relations:

Serve as a point of contact for employee inquiries, helps address concerns, and mediate conflicts to foster a positive work environment.

  • Acts as a first point of contact for employees for time and attendance, payroll, and benefits related questions. Supports Employee Self-service in STARS.
  • Responds to requests for verification of employment and unemployment claims.
  • Work with leadership to develop and administer strategies to support equity, retention, and employee well-being.

Data / Record Keeping:

  • Maintains employee personnel and medical records within PeopleSoft (STARS) and Administrative Database as well as HR One Drive shared resources and templates.
  • Maintain accurate employee records and HR documentation, ensuring confidentiality and compliance with data protection regulations.
  • Generates routine and custom reports on employee service, compensation, and time off utilization reports to support data driven decision making and planning.

Policy Development and Compliance:

Assists with planning, implementing, and updating HR policies and procedures to ensure compliance with local, state, and federal regulations.

  • Helps cross train and ensure consistency in practice across the HR team.
  • Helps train and support people leaders in utilizing practices consistently across the org.

Requirements

Supporting Job Application Documents:

Education and Experience:

  • Bachelor's degree in Human Resources or a related field, PLUS

  • Two (2) years of demonstrated experience in human resources management.

OR

  • Seven (7) years progressive experience in human resources function.

  • Ability to comply with the Harris County Personnel Policies and Procedures and the policies of the County Attorney.

Preferences

  • HR experience in organizations with 100-500 employees ideal. 
  • Prior experience in legal / law firm setting helpful. 
  • PHR or other active HR credential helpful.

General Information

Located in downtown Houston, the Harris County Attorney’s Office represents Harris County government, the Harris County Flood Control District, the Harris County Toll Road Authority, and the Greater Harris County 9-1-1 Emergency Network in all civil matters, including lawsuits. The office also provides legal advice to county officials and employees.

 

Position Type and Typical Hours of Work:

  • This is a full-time position. 

  • Days and hours of work are typically Monday through Friday, 8:00 am – 5:00 pm, with occasional weekends and holidays as necessary.

Work Environment and Physical Demands:

  • This job typically operates in a professional office environment, and the person in this role uses standard office equipment such as computers, printers, scanners/copiers and phones.

  • This is largely a sedentary role that requires standing or sitting for prolonged periods, exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body, repetitive motions requiring dexterity such as keyboarding that may include the wrists, hands, and/or fingers, communicating with others to exchange concepts and information, problem-solving, decision-making, organization, the ability to read/write, and the ability to manage workplace stressors such as adversarial interactions.

Compensation:

  • The base compensation for this position will be determined on the candidate’s qualifications and the pay of other employees in the job function. Total compensation includes attractive paid leave programs, health benefits, and retirement plans.

  • In addition, the position is eligible for the accrual of compensatory time off for hours worked over 40 in a workweek, consistent with Harris County personnel policies and procedures.


Employment may be contingent on passing a drug screen and meeting other standards.
