The Opportunity

WSDOT has an opportunity for a skilled and detail-oriented Contracts Specialist to join our Contract Ad & Award Office in Olympia, WA. As part of the State Construction Office, this position will play a vital role in supporting the procurement and administration of state and federally funded Highway Construction, Ferry Terminal, and facility projects statewide. This position is one of five positions in the Contract Ad & Award Office that will provide first level statewide support regarding the advertising and awards of up to 250 contracts annually. A strong candidate will bring exceptional organizational skills, sound judgment, and a comprehensive understanding of contracting processes.

What to Expect

Among the varied range of responsibilities held within this role, the Contracts Specialist will:

  • Develop bid lettings in computer system; create contract documents, proposals, update the eligible bidder list; verify wet or electronic signatures and review and download bids.
  • Create and proof proposals, addenda, bid opening documents, bid status reports, letters, bid tabulations and other documents and reports; determine the need for and prepare contract documents, prepare correspondence concerning contract advertising.
  • Provide transportation construction project procurement support Headquarters, Region personnel and contractors.
  • Create and maintain reports, web pages, web resources and documents to provide advertisement and award status of projects.
  • Represent the department to the public, answer written and telephone questions from the public, contracting community, and WSDOT staff regarding contract procurement policy.
  • Refer contractor questions to WSDOT Project Engineers and review and post responses on the web; write, review, and edit letters and electronic message on behalf of the State Construction Engineer regarding bid acceptance or rejection awards, and other procurement related matters.
  • Conduct WSDOT’s weekly public bid opening and read bids aloud and determine apparent low, second and third bidders; conduct a bid check by reviewing bid prices, extensions, and amounts for mathematical accuracy.
  • Create, maintain and archive paper and electronic files.

Qualifications

To be considered for this opportunity, the following competencies are required:

  • Public Works Contracting Knowledge: Demonstrated understanding of public works contracting principles, practices, and procedures, including contract advertisement, competitive bidding, bid evaluation, and award processes. Ability to interpret and apply state and federal regulations governing public procurement and construction contracts. Familiarity with contract terms, specifications, and legal requirements to support accurate and compliant contract administration.
  • Communication and Public Engagement: Strong verbal and written communication skills to effectively engage with diverse internal and external stakeholders, including contractors, project teams, and agency leadership. Ability to present information clearly and confidently in public meetings, project briefings, and collaborative settings. Skilled in writing and reviewing correspondence, reports, and documentation with clarity, accuracy, and professionalism.
  • Analytical and Critical Thinking: Ability to evaluate and validate contract proposals, plans, and specifications to ensure accuracy, completeness, and compliance. Skilled in analyzing data from various sources (e.g., bid documents, department databases) to inform decisions and identify trends or inconsistencies. Proficient in assessing risks and identifying issues within contract documentation, bid submissions, or procurement procedures.
  • Time Management and Organizational Skills: Demonstrated ability to prioritize and manage multiple competing tasks within tight deadlines and under minimal supervision. Skilled in organizing workload to ensure timely completion of contract milestones such as advertisement, bid opening, and award. Adaptable and capable of managing frequent changes in priorities while maintaining attention to detail.
  • Teamwork and Collaboration: Ability to contribute to and support an inclusive, respectful team environment by sharing ideas, accepting feedback, and collaborating on shared goals. Demonstrated commitment to clear communication, mutual support, and continuous improvement within a collaborative team setting. Skilled in following supervisory direction and aligning individual work with broader office priorities.
  • Confidentiality and Professionalism: Proven ability to maintain strict confidentiality when handling sensitive bid information, financial data, and proprietary documents. Demonstrates a high level of integrity, professionalism, and discretion in the handling of all contract-related matters. An understanding of and ability to uphold ethical standards in procurement and public service.

It is preferred that qualified candidates also have:

  • Knowledge of WSDOT plans, specifications, and contract administration procedures.
  • Knowledge of state and federal competitive bid statutes, administrative codes and regulations for public works contracts, and state procurement regulations and rules.
  • Knowledge of WSDOT’s contract advertisement and award procedures.
  • Knowledge of WSDOT's prequalification process.
  • Ability to learn and operate accounting systems and enterprise reporting applications.
  • Knowledge of website development.

Important Notes

  • This position offers flexible/hybrid remote work options; mandatory in-person attendance at the Ad & Award office once per week or as needed will be required to accomplish specific task assignments.
  • The salary range listed includes the 3% general wage increase, effective on July 1, 2025.
  • This recruitment may also be used to fill additional positions per business needs.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
