This Opportunity

WSP USA is initiating a search for an Attorney, Senior Contracts Manager in our Phoenix, Arizona location. Other WSP regional office locations will be considered. This position will collaborate with our Projects teams and be a part of a dynamic Procurement organization that meets our Client’s objectives and requirements. 
 

Your Impact
  • Lead complex contract negotiations and interpret Client contracts to identify major contract requirements, insurance, mandatory required flow downs etc.  
  • Quickly identify and prioritize business, legal and financial risk, and work with business leaders to mitigate that risk.
  • Prepare and negotiate Subcontracts and other agreements types such as Memorandum of Understanding,
  • Teaming Agreement, Task Order, Professional Services, Non-Professional and Commercial agreements.
  • Collaborate with business leaders to develop/edit subcontract scope, schedule, and payment terms for accuracy and clarity. 
  • Work with WSP Legal department, project teams, and subcontractors to resolve contract and subcontract related issues.
  • Support P2P process as necessary and ensure subcontract creation and execution is in compliance with WSP policies and Client requirements.
  • Manage completion of subcontracting activities, including identifying and solving problems, proactively challenge the project team to consider new alternatives and drive critical thinking to optimize results. 
    Maintain close contact and relationship with stakeholders and be sought out for counsel on broader legal issues. 
  • Coach and lead others regarding strategies for addressing complex legal issues. 
  • Work on several projects simultaneously with ability to prioritize to ensure all deadlines are met and maximize impact and results. Probe deeply on issues, understand stakeholder needs and proactively resolve conflicts.
  • Assists in improving the efficiency and effectiveness of WSP's subcontracting process. 
  • Provide training to internal stakeholders, as needed. 
  • Perform additional duties, as applicable. 
     
Who You Are

Required Qualifications

  • ABA accredited Juris Doctorate, but licensed attorney in any of the fifty states is a plus.
  • 10+ of relevant experience in a law firm, government agency, or in-house counsel role. 
  • The Subcontracting team manages a large volume of requests, and candidates must have the ability to fluidly manage workload in accordance with business objectives and internal client priorities. Candidates for this position must possess superb organizational skills, business judgement, strategic thinking, and writing and verbal communication skills. Candidates must have the ability to lead and must be unafraid of rolling up the their sleeves to take on tasks as needed. Where direct reporting lines are not in place, the candidates should have the ability to motivate others through influence. Enthusiasm for learning new technology and strong knowledge of Microsoft Office are required. As a member of a smaller team, our attorneys are expected to work on a variety of  legal matters outside of their central role. 
  • Experience drafting and negotiating several types of agreements, including MOU, TA, Task Order,  Professional Services, Non-Professional and Commercial agreements.
  • Working knowledge of commercial, federal, state and local government contracting and practices.
  • Experience working with public infrastructure projects, Transportation Engineering, Architecture, Strategic
  • Consulting, Construction Management and Design Build.
  • Working knowledge of FAR compensation methods (i.e., CPFF, T&M, FP, LS, NBR, and CPM) and the specific requirements associated with each type.
  • Proven Strong organizational, written and oral communication skills a must.
  • Experience negotiating Subcontract terms and conditions.
  • Ability to multi-task and work in a high volume, fast-paced environment.
  • Must be able to work independently, establish priorities, and meet deadlines with minimal supervision.
  • Ability to collaborate with stakeholders and negotiate for desired outcomes while evaluating risk. 
  • Respond to internal and external inquiries regarding Subcontract issues, audits, and compliance requirements as needed.
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures.

Preferred Qualifications:

  • Experience in the in the engineering, infrastructure, or commercial construction business sectors
    Thorough understanding of P2P technology platforms, especially Oracle SaaS.
