Under limited supervision, the Victim’s Assistance Supervisor oversees and maintains the Victim’s Assistance Program. This position provides direct services, information, and resources to victims of crime, and their families within Hays County. The work involves treating a variety of problems, questions, or situations in conformance with established criteria. The work product affects the design, or operation of the County’s Victim’s Assistance Program. This position affects the well being of Hays County victims and their families.
THIS POSITION SERVES AT THE PLEASE OF THE ELECTED OFFICIAL- Responsibilities
- Directs, plans, organizes, implements, monitors and evaluates the overall operations, staff and functions of the Victim’s Assistance Program.
- Directs staff, including hiring, training, performance evaluations, and activities to be consistent with goals and objectives. Seeks and creates opportunities for improved performance, learning and development of staff and identifies and addresses problems or conflicts.
- Oversees and participates in development of division policies, procedures, goals and objectives. Directs the scheduling of day-to-day operations and staffing for the division.
- Develops division strategic plans to accomplish goals and objectives and improve effectiveness and efficiency of services.
- Provides oversight and guidance to management and staff and makes recommendations on complex client issues.
- Receives or prepares and reviews statistical and programmatic reports, monitors programs, and interprets findings. Evaluates current programs, procedures and practices on an on-going basis. Plans and develops policies, procedures and programs to enhance efficiency and effectiveness of operations and services.
- Develops and oversees implementation of training programs for representatives of the criminal justice system, other staff and volunteers to enhance services provided to crime victims.
- Prepares and administers division budget. Monitors budget expenditures to provide consistency with program goals and objectives and facilitate expenditures are made within available funds.
- Represents the department in coordinating activities with various law enforcement, criminal justice, governmental and other agencies, victim advocacy groups, local, regional and statewide committees and the general public.
- Coordinates with agencies providing similar services to deliver and enhance the service needs of crime victims.
- Serves as a spokesperson to outside agencies for crime victim issues and related community outreach activities.
- Oversees and participates in providing direct services to assist crime victims and their families, serving as their advocate within the Criminal District Attorney’s Office.
- Coordinates and prepares Victim Impact Statement (VIS) quarterly reports for the Criminal District Attorney and Texas Crime Victim Clearinghouse (TXCVC).
- Attends departmental supervisory meetings.
- Provides limited counseling for violent crime victims.
- Refers victims to counseling, social services, shelters and other agencies for assistance.
- May maintain a case load with assigned prosecutors for felony cases.
- Processes restitution orders, VIS, Crime Victim Compensation (CVC) applications and U(Visa) Nonimmigrant applications upon request once case has been closed.
- Processes Witness Fee Claim Forms when necessary.
- Trains and mentors Interns.
- Maintains victim waiting rooms.
- Facilitates translation of interviews and some documents for non-English speaking victims as necessary.
- Other duties as assigned.
- Education and/or Experience
- Requires bachelor’s degree or knowledge equivalent to a bachelor’s degree in Criminal Justice, Social Work, or a closely related area.
- Five years victim assistance experience.
- Any equivalent combination of experience and training may substitute for above requirements.
- Other Qualifications, Certificates, Licenses, Registrations
- Requires attendance and completion of basic TLETS Course.
- Valid Texas Class C driver’s license.
