JOB DESCRIPTION The Board Liaison/Legal Assistant position reports to the General Counsel of the Housing Authority of Baltimore City (“HABC” or “Authority”). The primary purpose of this position is to perform high-level administrative duties supporting the Board of Commissioners and the Board of Directors of other HABC’s instrumentalities, including Baltimore Affordable Housing Development, Inc.; Resident Services, Incorporated.; and HABC non-stock project specific corporations. The incumbent also supports the Office of Legal Affairs by assisting with research, document compilation, and other compliance-related tasks. *All activities must support HABC’s mission, strategic goals, and objectives. ESSENTIAL DUTIES AND RESPONSIBILITIES Board Liaison (60%) -Provides administrative (from clerical to high-level) support to the Board of Commissioners. Schedules meetings; creates, posts, and disseminates meeting notices; and prepares meeting agendas and minutes for regularly scheduled Board and additional meetings. Maintains Board records Compiles the Board materials and sends the electronic version of the Board packet to Board members in a timely manner. Ensures approved resolutions and minutes are signed after meetings and maintains relevant documentation; coordinates information and documents from HABC staff related to resolutions. Coordinates the posting of the approved resolutions and minutes from the public meeting on the HABC website and ensures that the Board records on the website are maintained in an organized manner. Coordinates, follows-up with staff, and responds to questions from the Board members, addressing and escalating matters as appropriate. Monitors and responds to communications sent to the Board (E.g.: emails from the public to the Board of Commissioners) and provides reports concerning the communication and resolution of issues. Consults with HABC IT Department and provides assistance to the Board members concerning technological matters with issued equipment. Legal Assistant (40%) - Maintain familiarity with applicable laws regarding compliance for Board meetings and Board documents. -Performs general administrative duties for the Office of Legal Affairs. Maintains lawyers’ calendars, schedules appointments, makes photocopies, and compiles documentation. Produces information by formatting, inputting, editing, retrieving, and transmitting text, data, and graphics. Reads, researches, reviews, verifies, and routs correspondence, reports, and legal documents. Drafts letters and documents, collecting and analyzing information. Initiates telecommunications and emails. Organizes conferences and attorney meetings. Provides the highest level of customer service for the Legal Department. Receives and documents service of process on behalf of the General Counsel (the Resident Agent) for HABC and HABC’s instrumentalities. Assists with gathering and redacting records from other departments as needed to facilitate responses to subpoenas and Public Information Act requests. Screens, directs, and prioritizes incoming calls and emails to lawyers. Communicates in person, over the phone, and via email. Assists attorneys with legal research and gathers information, as required. Performs other duties as assigned. Education and/or Experience Associate’s Degree in paralegal studies or related field(s) and a minimum of three (3) years of experience providing executive-level administrative support in a Legal or Board environment. Bachelor’s degree preferred. An equivalent combination of education, training, and experience may be considered. Requirements Possession of a valid Maryland driver's license. Must be able to be covered under the Authority's fidelity bond. Must be able to be covered under the Authority's vehicle insurance policy. Other Requirements You must successfully pass a pre-screening investigation, including employment and education verification, drug screening, and a physical examination. Probationary Period: This is a full-time permanent position. Upon employment, you will be required to serve a 6-month probationary period. All new employees are required to receive at least one COVID-19 vaccination shot in a two-shot series or be fully vaccinated prior to the date of hire. BENEFITS This full-time exempt salaried position offers a starting annual salary of $50,000 - $63,000 annually, depending on education, and years of professional experience. This is a Hybrid position of 3 days in the office, located across from City Hall; 2 days teleworking.
