Duties

This position is located within the Department of the Interior, Office of Solicitor- SWR - Tulsa, Southwest Regional Office. The incumbent will provide legal research, analysis, advice and representation to the Bureau of Indian Affairs and other officials of the U.S. Department of the Interior (DOI). The position is located in Tulsa, OK.

As an Attorney-Adviser with the Department of the Interior, Office of the Solicitor, Tulsa Field Office, located in Tulsa, OK your specific duties will include:

Providing legal research, analysis, advice and representation to the Bureau of Indian Affairs and other officials of the U.S. Department of the Interior (DOI)

  • Represent the Secretary of the Interior in Oklahoma state court for approval proceedings of conveyances and leases of restricted Five Tribes lands; on probate issues involving restricted lands of deceased Five Tribes individuals and involving restricted lands and head right interests of Osage individuals; and on quiet title matters involving restricted Five Tribes lands.
  • Represent the Secretary on guardianship cases involving individual members of the Five Tribes and the Osage Nation. Review and make recommendations regarding Osage inter vivos trusts and hold hearings related to Osage wills and trusts.
  • Provide general legal assistance, such as research and writing legal opinions, reviewing legal documents and administrative records, and handling litigation before administrative bodies such as the Interior Board of Indian Appeals (IBIA), Interior Board of Land Appeals (IBLA), Civilian Board of Contract Appeals (CBCA), and Oklahoma state boards, primarily to the Bureau of Indian Affairs on matters involving Indian law, realty and land title, probates, environmental law, FOIA, contracts, employment law, tort claims and other matters as assigned.


Salary Information:
GS-12 (Step 1) $94,473 (step 10) $122,811 per annum.
GS-13 (Step 1) $112,341 (step 10) $146,047 per annum.
GS-14 (Step 1) $132,753 (step 10) $172,581 per annum.

First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications In order to better assess your qualifications for this position, when preparing your resume please be sure to address your experience in or familiarity with the following areas of legal work: researching and writing legal memoranda and opinions and providing legal advice or recommendations to clients, judges, and/or senior attorneys; and litigating in Federal or state court or before administrative bodies. In addition, please address your experience in or familiarity with the following subject matter areas and legal authorities: Federal Indian law; administrative law; real property law; probate law; and oil and gas law.

Basic Qualification Requirements
Applicants must be law school graduates with a J.D. degree AND must be an active member in good standing of the Oklahoma bar.
    • To qualify for a GS-12 applicants must possess at least 2-years of professional legal experience following law school graduation;
    • To qualify for a GS-13 applicants must possess at least 3-years of professional legal experience following law school graduation;
    • To qualify for a GS-14 applicants must possess at least 4.5-years of professional legal experience following law school graduation;

For any of the grades indicated above you can substitute one year of experience with any of the following:
  • have a second professional law degree; OR
  • meet any of the criteria indicated below:
      1. academic standing in top one-third of law school graduating class;
      2. graduation with academic honors;
      3. significant participation on the law school's law review;
      4. significant participation in the law school's moot court competition;
      5. significant participation in a clinical legal aid program;
      6. significant summer law office clerk experience; or
      7. other equivalent evidence of clearly superior achievement.

Candidates should have excellent oral communication, writing, research and analysis skills, and the ability to work effectively with other people, and exercise sound judgment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Must be a member of the Oklahoma bar in good standing. Selectee may be subject to serving a 2-year trial period.
