This position is located in the Department of Homeland Security (DHS), Office of the General Counsel (OGC), Intelligence Law Division (ILD). The primary purpose of this position is to support the authorized activities of the Office of Intelligence & Analysis (I&A). Non-BU: This is a non-bargaining unit position.
Duties As an Attorney-Advisor (General), GS-0905-13/14/15, your typical work assignments may include: Providing a broad range of legal support services including complex legal research and analysis regarding the conduct and oversight of DHS intelligence activities, including the use of technologies to facilitate the acquisition, sharing, and analysis of intelligence and information in support of national and departmental missions. Working with DHS intelligence clients, policymakers, other departmental or inter-agency intelligence professionals, technical and subject matter experts, and legal counterparts to carry out authorized mission activities in accordance with Federal law and while ensuring they're conducted in a manner that protects and does not diminish individuals' privacy, civil rights, and civil liberties. Assisting or representing institutional clients in negotiating, developing, or resolving legal and other matters within DHS, and externally with the Congress, other government agencies, individuals, citizen groups and civil society, state and local government officials, private sector entities, and foreign partners. Ensuring that departmental policy development, planning, and implementation efforts properly consider and accurately reflect the legal authorities and constraints conferred by law, Presidential order or directive, and executive branch policy, in carrying out the DHS intelligence mission. Providing advice and guidance, including to other attorneys in OGC and DHS component counsel offices, in the formation of DHS-wide policies. Routinely interacting with state, local, tribal, private sector, and foreign officials on behalf of DHS and OGC on matters related to the law and policies governing intelligence and information sharing and safeguarding.
