The Paralegal/Legal Advisor will perform a wide range of paralegal services that include assisting attorneys through research and development of regulatory interpretations involving complex regulatory issues, including the application of programs’ statutes, standards, and policies.
This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent. If the contract is awarded, another position posting will be available on the Company Careers portal.
- Develop draft proposals for policy options and/or interpretative positions, as appropriate, for reviews, investigations, compliance, and sanction actions in response to requests for clarification and guidance.
- Develop draft proposals for compliance directives, sanction or other enforcement documents, and assist in their implementation.
- Assist in preparing draft Federal Register Notices, and in monitoring, analyzing, and preparing proposed responses to public comments.
- Conduct legal research, including legislative history, legislation, regulations, and case law, as appropriate.
- Confirm and prioritize project plans and deliverables as agreed upon between the staff contractor and Bureau COR and Office/Division supervisor (or Office Director or Deputy Director).
Expected Pay Range: $72,713 - $80,973 per year
Requirements
- A minimum of three years of paralegal/legal assistant (or attorney) experience, preferably in a federal agency.
- Knowledge of the principles and methods applicable to researching, analyzing, writing, editing and presenting complex statutory or regulatory material and related issue/policy memoranda and interpretations.
- Knowledge and experience in evaluating and interpreting statutory and regulatory requirements and for determining the consistency of policies, standards, directives, interpretations, etc. related to those requirements.
- Knowledge of internal and external processes and requirements for preparing Federal Register Notices and experience in drafting Federal Register Notices.
- Knowledge of Federal procurement law, immigration law, constitutional law, and FOIA, privacy, information, ethics, and general administrative law.
- Knowledge of the litigation process, including conducting legal research.
- Experience in conducting legal research of the Federal code, regulations, policies, procedures, case law, and legal decisions to provide support and guidance in administrative proceedings, investigations, litigation, and appeals and related matters and issues.
- Experience in researching, identifying and resolving legal and factual issues in cases; researching legal statutes and precedents related to local, state or federal laws; preparing legal documents; and utilizing any automated system to retrieve data and provide assistance.
- Experience in the drafting and formulating reporting mechanisms, policies, processes and procedures.
- Excellent ability to utilize, and possibly develop, automated document management systems.
- Excellent ability to communicate orally and in writing to provide legal assistance, including legal research and writing, to Bureau managers and staff.
- Experience in program administration, operating procedures, oversight and monitoring.
- In-depth knowledge and application of Microsoft Office Suite (e.g., Work, Excel, PowerPoint, Access, and SharePoint).
