    SALARY RANGE:                                $77,014 Minimum $107,452   Maximum PAY GRADE: AM6

    PRIMARY PURPOSE:
    To assist the Director of Personnel in all phases of personnel management and legal issues.

    QUALIFICATIONS:
    TEA certification requirements
    Bachelor’s degree required
    Master's degree preferred
    Appropriate experience in school management preferred
    Experience in educational and employment legal issues preferred

    MAJOR RESPONSIBILITIES AND DUTIES:
    •  Ensure ECISD Personnel Department compliance with local board policy, state, and federal laws.
    •  Is designated as Title IX Coordinator for the Edinburg Consolidated Independent School District.
    •  Responsible for the investigation of charges of sexual harassment or sexual abuse and complaints on behalf of employees and citizens.
    •  Coordinate board policy compliance of grievance and complaint procedure throughout the various levels.
    •  Protest unemployment claims against ECISD and prepares and participates at hearings as required.
    •  Work closely with ECISD school attorney concerning all employment issues including employment, contracts, board policies, complaints, and termination of employment.
    •  Act as legal liaison between the district and the ECISD school attorney and other attorneys regarding lawsuits against ECISD.
    •  Research and prepare responses to all charges against ECISD by the (EEOC) Equal Employment Opportunity Commission.
    •  Research and prepare responses to all charges against ECISD by the (TDHR) Texas Department of Human Resources.
    •  Research and prepare responses to all charges against ECISD by the (OCR) Office of Civil Rights.
    •  Prepare reports on employment and educational legal issues as directed by the Administration and ECISD school attorney.
    •  Prepare letters of suspension and termination for Superintendent's signature and legal review.
    •  Prepare ECISD employee handbooks based on TASB guidelines.
    •  Is responsible for the development and maintenance of ECISD job descriptions.
    •  Responsible for all SBEC inquires concerning ECISD staff.
    •  Update ECISD Board Policies as it pertains to the Personnel Department.
    •  Assists with general department operation including the preparation of the school calendars, verification of employment, ECISD Staff directory, surveys etc.
    •  Assists with maintaining personnel files for all professional, paraprofessional, and classified staff, and the updating of TEA service records.
    •  Review criminal background history – CBC’s.
    •  Assists with the advertising and posting of vacancies.
    •  Assist with the retention of records.
    •  Assists with professional and paraprofessional certification as needed.
    •  Performs all duties in a safe manner to avoid injury to oneself and/or to others.
    •  Performs other related duties as assigned.

    SUPERVISORY RESPONSIBILITIES:
    •  Supervise and evaluate the performance of assigned personnel

    EQUIPMENT USED:
    •  Computer, Adding Machine, Telephone, various office equipment

    •  Ability to communicate effectively (verbal and written); interpret policy, procedures, and data; coordinate district functions; maintain emotional control under stress. Occasional district and 
    statewide travel; occasional prolonged and irregular hours.
