Job Description

This position for The Defense Information Systems Agency is at Fort Meade, Maryland, and Scott Air Force Base, Illinois. This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. This position is in the excepted service. Duties
  • Provide advice and assistance to the DISA management staff on all administrative legal matters.
  • Provide legal support to the designated DISA Program Managers for various programs such as Ethics in Government, Freedom of Information, the Privacy Act, Reasonable Accommodation, Anti-Harassment, etc.
  • Prepare and present cases on behalf of the agency before the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), and/or any other personnel, employment, or labor law related administrative or judicial forum.
  • Assist the General Counsel in the legal review and approval of various aspects of civilian personnel management such as employee participation in outside activities or private associations, equal employment matters and adverse actions.
  • Serve as an alternate Ethics and Standards of Conduct counselor.
Salary
  • $101,401 - $185,234/year

  • In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirement for positions in the 0905 series:

All applicants must possess the first professional law degree (L.L.B or J.D.) from a law school accredited by the American Bar Association and active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Colombia.

AND

For the GS-12 level:
a. Two years of professional legal experience at or equivalent to the GS-11 level,
or
b. The second professional law degree (LL.M.) plus 1 year of professional legal experience at or equivalent to the GS011 level.

For the GS-13 level: The attorney shall have professional legal experience in excess of 2 years that is commensurate with duties and responsibilities of the position.

For the GS-14 level: The attorney shall have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position.

Specialized Experience:

For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required.

Specialized experience at the GS-12 level is defined as experience supporting various legal programs, assisting management in the evaluation and resolution of legal issues, and researching and developing agency policies and procedures.

For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required.

Specialized experience at the GS-13 level is defined as experience conducting in-depth legal research, formulating complex legal strategies, providing analysis on regulatory compliance, overseeing policy development, and offering guidance on personnel management to ensure adherence to federal regulations and guidelines.

For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service, is required.

Specialized experience at the GS-14 level is defined as experience providing legal support for programs (including but not limited to: Ethics in Government program, Freedom of Information programs, etc.), advising senior management on administrative matters and policy formulation, assisting in the development of agency policies, presenting and litigating cases on behalf of the agency, and conducting legal review and approval of various civilian personnel management aspects.
