Description

The Chief Counsel provides direct support to all Deputy Attorneys General and other personnel assigned to the Advisory Division in the discharge of their various duties and responsibilities.  This direct support includes supervising Advisory Division personnel, recommending assignments, providing input on personnel evaluations, and serving as a resource.

Examples of Duties

Essential Duties and Responsibilities include the following:

  • Will serve as the direct supervisor of Advisory Division personnel in the daily discharge of the responsibilities of this office.
  • Will interact with the Attorney General, Chief Deputy Attorney General, and other division chief counsels.
  • Will have supervision and responsibility for all legal opinions, both formal and informal, issued by the office.
  • Will possess experience, knowledge, and skill in reviewing, approving, or crafting contracts, grants, leases, regulations, memoranda of understanding, and other documents of a similar nature.
  • Will possess experience, knowledge, and skill in administrative law, including the responsibilities and obligations of administrative adjudicators under the Administrative Orders and Procedures Act or similar state and federal laws affecting such proceedings.
  • Will possess the experience, knowledge, and skill to speak publicly on matters affecting the Advisory Division and the Office of the Attorney General.
  • May be asked to serve as the Ethics Officer for the office and will have a working knowledge of both the Indiana Code of Ethics and the Rules of Professional Conduct.
  • Will possess the ability to communicate effectively with the public and with those entities  who are reliant upon the Office of the Attorney General for legal services.
  • Will assist in the equitable evaluation of personnel pursuant to office procedures.
  • Will participate in any interviews of candidates for employment or internship.
  • Will serve as a resource to personnel with respect to any function of the Advisory Division and its personnel.
  • Will work cooperatively with all other divisions of the Office of the Attorney General to enhance the overall collegial atmosphere.
  • Will discharge any additional responsibilities as assigned as Chief Counsel.

Typical Qualifications

The Chief Counsel must:

  • Be licensed to practice law in the State of Indiana
  • Possess exceptional skills in writing, research, and editing
  • Possess exceptional communication skills
  • Be able to analyze complex questions and law
  • Have the ability to effectively supervise personnel
  • Have the ability to competently manage client relationships and communications
  • Possess knowledge and skill in Indiana law, administrative law, contract management, public access requirements, “open door” applications, and board relations.
