This position is located in the Bureau of Legal Affairs, Operations and Assistance Legal Division and serves as the statewide legal specialist designated for the intersection of mental illness, the judicial system, and Medicaid. The position is responsible for performing legal research and analysis relative to a broad variety of laws and complex legal issues affecting DHHS.

Specifically, this position serves as the liaison between the Legal Affairs Administration and the Behavioral and Physical Health and Aging Services Administration (BPHASA). This position works closely with BPHASA and collaborates with the State Hospital Administration (SHA) to develop community-based strategies to address community-based services as an alternative to inpatient treatment. This position works with the State Court Administrative Office, Legislative Affairs, the Diversion Council, Prepaid Inpatient Health Plans (PIHPS) and Community Mental Health Service Providers (CMHSPs) on statutory amendments to promote community-based options. This position is the statewide legal specialist regarding national efforts to address the seriously mentally ill, Medicaid funding opportunities, and social determinants of health. This position explores funding opportunities and assists with piloting projects to provide mental health services to individuals with serious mental illness, including those that may have criminal involvement. This position conducts research and reviews other states’ approaches to community-based services, including opportunities for Medicaid funding through waivers. This position explores diversion and community services for individuals involved in the juvenile justice system. This position assists with the development of a court bench book for forensic processes; participates with the National Association of Mental Health Service Program Directors (NAMHSPD) on national initiatives to promote community-based services for individuals with mental illness; and assists the Center for Forensic Psychiatry on the policy and procedures for the forensically involved patients to ensure legal compliance.

The position is also responsible for responding to requests for legal research impacting BPHASA and SHA and serves as a liaison among Michigan Attorney General staff and interdepartmental staff to implement court orders and rulings, attend hearings, and provide guidance to Directors on department policies and mandates. Additional responsibilities include the provision of guidance to field level staff, managers, and leadership. The position also includes the authoring of memoranda, as directed by the Bureau and Division Director, for use with policy setting agendas as well as senior staff.

Required Education and Experience

Education
Possession of a bachelor's degree in any major.
 

Experience
Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

In addition to the minimum education and experience requirements, all applicants must meet the following Selective Position Requirement (SPR): Possession of Juris Doctorate degree from an accredited law school. Position also requires the individual be a member in good standing with the State Bar of Michigan.

Additional Requirements and Information

The physical location of this position is 235 S. Grand Ave, Lansing, MI.  Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests for this position may be considered.

Selected candidates who have been approved to work remotely or a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.
