Position and Salary:

The Attorney General’s Office is recruiting for a permanent full-time Budget Analyst 4 in the Financial Services Division. This position is located in Olympia, Washington, and is not union-represented. Note: there is the possibility of an in-training from the Budget Analyst 3 level.

Budget Analyst 3 Salary range 54: $60,132 - $80,820

Budget Analyst 4 Salary range 61: $71,472 - $96,144
The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job-related knowledge, skills, and experience.

About the Financial Services Division:

The Financial Services Division (FIS) provides support and accountability for agency financial and budgetary decisions and practices. FIS ensures that the reporting and transmission of agency financial information is complete, accurate and timely. FIS is also responsible for agency budget development and monitoring

in addition to accounting, payroll, contracts and purchasing functions. FIS contains three main sections: Accounting, Contracts & Grants and Budget.

The Budget Team is responsible for all agency budget functions, expenditure monitoring and projections. In this capacity, the budget unit develops and submits biennial and supplemental budget requests, advises senior management regarding all budgetary issues, builds all divisional budgets, monitors expenditures and revenues, and prepares and submits over 400 fiscal notes per year. The budget unit works closely with Office of Financial Management (OFM) and legislative staff to represent and explain the AGO budget. The budget unit develops and sets the billing rates to bill for legal services provided to over 230 state agencies, boards, and commissions. The total AGO biennial budget is roughly $750 million, the majority of which is paid for by legal services billing, and 2,030 FTE.

Duties and Essential Functions of a Budget Analyst 4:
This position provides budget analysis, consultation, interpretation and other assistance. In this role staff work independently to provide accurate and timely research support for staffing, and budget functions for the agency to make good resource decisions. This position directly contributes to AGO’s mission delivering high quality legal services, serving the people of Washington and promoting a collegial, diverse and inclusive workplace.

Some specific activities are:

  • Works independently to analyze agency budget practices and analyzes and evaluates data for entry into budget analysis and tracking systems (i.e. Salary Projection System (SPS), Budget Development System (BDS), Budget Reporting System (VRS), Allotment System (TALS), Fiscal Note System, AAG Salary Database).
  • Makes recommendations for allocations which balance to appropriations correctly, balances division revenue and expenditure budgets, prepares draft budgets, and updates as legislation and circumstances change.
  • Creates other spreadsheets, reports, and presentations for budget/financial reporting and tracking. Ensures the accuracy of all work by thorough analysis and detail oriented reviews.
  • Reviews processes and makes proposals for procedural improvements and documenting of AGO budget practices.
  • Assists other staff in legislation evaluation of fiscal impact.
  • Independently reviews agency expenditures and revenues for errors, problems, potential issues, or explanatory purposes. Provides analysis and research and proposed resolutions.
  • Communicate – excellent written and verbal communication expertise, preparing, reviewing and summarizing information in a clear, accurate and concise manner that meets the needs of diverse audiences.
  • Understand Complex Information – ability to understand and synthesize large amounts of budget and policy information and approach problem solving in a supportive, logical and solutions oriented manner.
  • Manage Tasks - work effectively and independently in ever changing, fast paced and sometimes political environment.
  • Resourcefulness – effectively manage tasks, problem solve, work efficiently and collaboratively in a team environment, sometimes in high stress situations, in order to achieve agency goals.
  • Monitor - budgets, and work with non-financial managers to reconcile spending to budgeted levels. This includes helping managers develop and implement customized spending proposals and plans that ensure budgets are appropriately and fully utilized, and monetary rules and regulations are adhered to.

In-Training Defined:

An in-training is on-the-job instruction designed for candidates with less experience than the required goal classification to learn and grow into a higher-level role. In this job posting, we are open to considering those eligible at the Budget Analyst 3 level who are interested in learning on-the-job with the goal of moving into the Budget Analyst 4 role. You’ll gain the competencies and skills needed to successfully perform your duties while being supported by your supervisor, manager, and coworkers. Upon successful completion of your training and demonstrating knowledge of the position requirements, you will be promoted into the Budget Analyst 4 level.

Qualifications:

To qualify at the Budget Analyst 3 Level:

A Bachelor’s degree in business, public administration, accounting, economics or statistics

Plus

Five years of professional experience in budgets, management or program analysis.

To qualify at the Budget Analyst 4 Level:

A Bachelor’s degree in business, public administration, accounting, economics or statistics

Plus

Five years of professional experience in budgets, management or program analysis.

Plus

Demonstrated expert level experience with one or more of the following:

  • Minimum of four years in Washington State Government with experience in systems, accounting, budgeting and operations.
  • Experience with cost allocation methodologies.
  • Experience with timekeeping systems that are used to record time worked and to create billings to customers.
  • Use database software, such as Microsoft Access, to create template-based databases and design simple tables, queries, data entry forms, and/or reports. Import data from other sources, sort records by multiple fields, find records, run simple queries, and filter by selection

For both levels:

  • A Masters’ degree can substitute for two years of experience.
  • Additional experience may be substituted year-for-year for education.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
