The Presidio Trust is seeking a Legal and Compliance Analyst. Reporting to the General Counsel, the Legal and Compliance Analyst develops, implements, and maintains the Presidio Trust's compliance programs managed by the Office of General Counsel. This role ensures agency compliance with federal regulatory and administrative requirements, including privacy, Freedom of Information Act (FOIA), ethics, executive orders, rulemaking, and e-discovery. The Analyst conducts legal and regulatory research, prepares reports for internal and external audiences, and maintains accurate records.
Working closely with the attorneys, the Senior Agency Official for Privacy, the Designated Agency Ethics Official (DAEO), IT experts, and other internal stakeholders, the Analyst develops and implements practical compliance solutions tailored to the Trust's size, operations, and enterprise maturity. The role also supports digital transformation and process improvements to strengthen overall compliance operations.
This is a full-time position with benefits and a starting pay range of $112,021 to $127,705, based in the San Francisco Bay Area. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by December 2, 2025 will receive first consideration.
Responsibilities
- Privacy Compliance Program. Develop, implement, and administer the Presidio Trust privacy compliance program. Serve as the agency's privacy subject matter expert, advising staff on privacy compliance requirements and activities. Draft, publish, and maintain privacy documentation, including Systems of Records Notices (SORN), Privacy Threshold Analyses (PTA), and Privacy Impact Assessments (PIA), to ensure effective processes for access, correction, complaint management, incident response, and redress.
- Freedom of Information Act (FOIA) Program and E-Discovery. Coordinate and administer the agency's FOIA program to ensure timely, accurate and compliant responses. Manage intake and tracking of requests, coordinate document searches, review materials for exemptions and privacy issues, communicate with requestors, and prepare quarterly and annual FOIA reports. Conduct and administer the search, collection, and review of agency records for litigation discovery.
- Federal Ethics Program. Coordinate and administer the agency's ethics program. Deliver annual ethics training, provide timely ethics guidance to staff, review and certify financial disclosure reports, maintain accurate records, and prepare required reports for the U.S. Office of Government Ethics.
- Executive Order Compliance. Monitor and coordinate compliance with executive orders, OMB circulars, and other federal directives. Review requirements, coordinate responses across departments, prepare reports and responses for oversight agencies, and maintain centralized tracking systems to ensure timely and accurate compliance submissions.
- Federal Register Management and Rulemaking. Develop and maintain the agency's rulemaking documentation and publication processes. Draft and publish Federal Register notices, manage updates to the Code of Federal Regulations, and coordinate the Trust's Unified Agenda submissions.
- Legal and Compliance Operations. Enhance legal and compliance service delivery through process improvement and digital transformation. Collaborate with Information Technology to automate workflows, implement tracking systems, and ensure proper documentation. Develop and deliver staff training on systems use and compliance procedures, conduct internal audits, and recommend process enhancements to strengthen efficiency and accountability.
- Reporting and Recordkeeping. Prepare and maintain internal and external reports that support compliance transparency and performance monitoring. Ensure accurate, accessible, and secure recordkeeping across all compliance functions.
- Legal and Compliance Research. Conduct research of statutes, regulations, case law, practice guides, and other information sources to support the legal and compliance work of the Office of General Counsel. Develop written analysis and summaries to inform decision-making, policy development and compliance strategies.

Required Qualifications
- Associate's degree or professional certification in paralegal studies, law, IT systems and security, public or business administration, or a related field.
- A minimum of 5 years of progressively responsible experience in compliance, legal, IT, public administrative, business, or similar functions.
- Expertise, or demonstrated ability to develop expertise, in federal government compliance, regulations, and operations.
- Proficiency in legal research.
- Advanced proficiency in Microsoft Office Suite and familiarity with compliance or records management software and systems.
- Strong communication and interpersonal skills, capable of fostering a culture of collaboration and excellence.
- Ability to maintain a high level of confidentiality and discretion expected of the Office of General Counsel.

Background Check
This position is subject to an employment background check which shall consist of a review of applicable county, state and Federal criminal and civil records, state bankruptcy indexes, driver's license, education, and employment history.
