DUTIES
A Secretary Legal performs specialized secretarial work in connection with legal matters in the City Attorney’s Office at the Department of Water and Power; may act as secretary to a Chief Assistant City Attorney; may assign, review and evaluate the work of a group of employees engaged in legal secretarial work, including applying sound supervisory principles and techniques in building and maintaining an effective work force and fulfilling equal employment opportunity responsibilities.
- REQUIREMENT(S)/MINIMUM QUALIFICATION(S)
- Two years of full-time paid experience as a legal secretary performing litigation document preparation under the California court system’s filing requirements and procedures including electronic filings; or
- Two years of full-time paid experience as a legal secretary working for a Workers’ Compensation attorney or a group of attorneys performing litigation document preparation and electronic filings under the California court system’s filing requirements and procedures.
PROCESS NOTES- Applicants who lack six months or less of the required experience at the time of filing may file for this examination. However, they cannot be appointed until the full experience requirement is met.
- As a condition of employment, a valid Class C driver’s license issued by the California Department of Motor Vehicles (DMV) is required. Applicants will be disqualified and candidates will not be eligible for hire if their DMV record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation such as DUI or DWI in any state or jurisdiction. Notice of disqualification or ineligibility for hire may be issued by the City of Los Angeles at any time before a final job offer is extended.

The examination will consist of an advisory proofreading exercise and a weighted interview. In the interview, the following competencies may be evaluated: Attention to Detail; Responsiveness and Follow-Up; Interpersonal Skills; Written Communication; Follow Oral Directions; Job Knowledge, including knowledge of: legal and court procedures and filing requirements; legal documents and forms, including their purpose, contents, and the proper manner in which they should be completed; legal terminology; software programs used to prepare a variety of litigation documentation and perform other specialized secretarial work in connection with legal matters; secretarial, administrative, and supportive duties related to documentation preparation and electronic filing of the legal and litigation aspects of workers’ compensation; and other necessary knowledge, skills, and abilities.

Prior to the interview, candidates will be required to proofread a document and make any necessary corrections similar to what would be required as a Secretary Legal. This material will not be separately scored, but will be presented to the interview board for review and consideration, which may include discussion, in the overall evaluation of the candidate. Please note that candidates must complete the advisory proofreading exercise and meet the minimum qualifications as stated on this bulletin in order to be considered further in the examination process.
The advisory proofreading exercise will be administered on-line. Candidates will receive an e-mail from the City of Los Angeles outlining the specific steps needed to complete the on-line advisory proofreading exercise. Candidates will be required to complete the on-line advisory proofreading exercise between MONDAY, DECEMBER 29, 2025 and MONDAY, JANUARY 5, 2026. Candidates who fail to complete the advisory proofreading exercise as instructed may be disqualified.
Candidates will be notified later by e-mail of the date, time, and location of the interview, which may be held in Los Angeles or on-line. It is anticipated that interviews will begin during the period of MONDAY, FEBUARY 2, 2026 and FRIDAY, FEBUARY 13, 2026.

- The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point seniority credit for each year of continuous classified City service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.
- A final average score of 70% or higher is required to be placed on the eligible list.
- In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list.
