Job Description

Marion County requires on-site work. Remote work is not available.

The Marion County District Attorney's Office is responsible for seeking justice through:

  • Promoting accountability for criminal offenders.
  • Interpreting, enforcing, and executing law.
  • Responding to the concerns of victims and the public; and
  • Working cooperatively with members of the justice system.

 GENERAL STATEMENT OF DUTIES
Perform paraprofessional administrative and judicial processing of child support cases; enforce and secure current child support payments and repayments of amounts due; monitor and review cases for compliance.

SUPERVISION RECEIVED
Under the general supervision of a Legal Assistant Supervisor, or designee, who outlines assignments, establishes goals, and reviews the results obtained through the analysis of reports and meetings for overall effectiveness.
  
SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of this classification; however, as assigned by the supervisor, the employee will perform lead duties as defined in the Marion County Personnel Rules: train, review, organize, plan, and schedule work assignments; provide input on employee performance evaluations, guidance in daily activities, technical expertise, acts as a resource on difficult points of procedure, and assists with recommendations in a hiring process.

Typical Duties - Duties include, but are not limited to the following

  • Manage an alpha split caseload.
  • Code orders on statewide system.
  • Communicate with customers regarding child support calculations, Oregon Laws/Federal Regulations, case status and enforcement activities.
  • Interview parties; identify parties wages and assets; initiate action to obtain income and tax records; analyze parties’ incomes and other financial information, to compute accurate child support awards using child support guidelines. 
  • Draft routine documents such as petitions, motions, affidavits, orders and correspondence.
  • Investigate facts, apply facts to applicable law, monitor for response and follow-up with appropriate action.
  • Determine and initiate appropriate administrative enforcement actions including collection through garnishment of wages, assets and liens placed against property.
  • Respond to case inquires and resolve complaints; explain status of case and reasons for actions; clarify amounts subject to withholding and garnishments; clarify amounts and calculations of arrearages.
  • Initiate interstate proceedings to establish and enforce support obligations.
  • Follow up and monitor compliance on interstate cases.
  • Arrange paternity testing for parties through vendor.
  • Register out-of-state cases for legal enforcement.
  • Communicate with other states via interstate computer network and directly through email, mail or telephone.
  • Track and train office child support staff on state/national child support changes related to modifications, paternity, establishment, and intergovernmental cases.
  • Process child support modification requests.
  • Process Arrears requests packets.
  • Process case and complete service on cash pay (TANF) cases, and SSI suspensions.
  • Complete case consolidation orders or governing orders.
  • Assist with case preparation for administrative hearings, court hearings or trials; testify at administrative and judicial hearings as to reasoning for actions and other relevant information.
  • Complete ORIGIN tasks or transfer to appropriate worker.
  • Update case information based on new information received.
  • Compose correspondence and communication with attorneys, parties, and other governmental agencies.
  • Send appropriate paperwork as needed to parties and representatives.
  • Assist Legal Assistants during breaks and absences to maintain adequate staffing.
  • Process direct payment hearing packets.
  • E-file documents to court.
  • Other duties as assigned.

Requirements for the Position

EXPERIENCE AND TRAINING

  1. High school diploma or equivalent; AND
  2. Three years of increasingly responsible paralegal or collections experience; OR
  3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County. 

SPECIAL REQUIREMENTS
  • The finalist for this position will be required to pass a criminal history background check, including finger printing; however, conviction of a crime may not necessarily disqualify an individual for this position. 
  • This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana.   • Additional Requirements Specific recruitments may require specialized experience, education, certifications, training, or licensures with time-sensitive expectations, such as:
    • Law Enforcement Data System (LEDS) certification
    • Notary Public certification
  • This is a full-time position, which is not eligible for overtime.
  • This position is represented by a union.
  • Typical work schedule:  Monday - Friday, 8:00 am - 5:00 pm, with occasional evenings and weekends as needed.

KNOWLEDGE, SKILLS, AND ABILITIES
Working knowledge of federal and state statutes, regulations, rules, policies, procedures, and processes regarding support and enforcement. Interview and negotiation techniques; arithmetic; collection techniques; legal processes and procedures. 

Abilities to effectively communicate in both oral and written form; effectively represent the agency in administrative hearings and to present testimony at administrative and judicial proceedings; interview and negotiate with people from various socioeconomic backgrounds who may be uncooperative and hostile; obtain facts and initiate appropriate administrative or judicial legal actions to collect child support; resolve discrepancies and provide case information; exercise judgment and discretion in applying rules and policies; read legal documents; collect and organize data; perform arithmetic calculations to compute payments of arrearages and determine total assets; establish and maintain effective, cooperative and professional working relationships with the public, attorneys, other agencies and co-workers; operate a personal computer.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program.  Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan.  Questions about your student loan eligibility should be directed to your loan servicer or the US Department of Education.

VISA SPONSORSHIP
Marion County does not offer VISA sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. Marion County is an E-Verify employer and will use E-Verify to confirm that hires are authorized to work in the United States.
