The Judicial Council of California is accepting applications for the position of Manager, Facilities Project Management (FPM) for the Facilities Services office. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Manager, FPM for the Project Management unit will perform duties necessary to oversee, guide, and manage the program and project management personnel implementing the judicial branch’s capital and renovation projects. The Manager, FPM collaborates with other unit managers in Facilities Services and within the Judicial Council of California (JCC), in the development and implementation of statewide initiatives such as design and construction and facility modification protocols, processes, and/or procedures.

The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office and reside in the areas surrounding these locations. The Judicial Council offers hybrid work arrangements for many positions. Beginning in September 2024, employees will work in the office at least one day each week. Beginning in January 2025, employees will work in the office at least two days per week.
DutiesResponsible for the overall management of the design and construction of capital projects, including new buildings and major renovations, remodels, leases, and facility modifications. Manage assigned projects:
Establish, develop, and execute project specific goals, requirements, schedules, budgets, and strategy.
Assign and oversee project managers and/or consultants to develop the scope, design, and complete construction on schedule and within established budgets with minimal disruption to the courts. Direct and advise on protocols, processes, and procedures related to project responsibilities.
Management oversight of the development and review of architectural, mechanical, electrical plumbing, IT infrastructure, and security drawings and specifications.
Partner collaboratively with other unit managers in the development and implementation of statewide initiatives that control and guide the capital and major renovation projects.
Project team management;
Advise project team on the development of design standards.
Ensure that drawings and designs are completed on time and adhere to established specifications and design standards.
Management oversight of any necessary due diligence efforts on behalf of the internal team, project partners, clients and/or end users, maintaining and delivering all appropriate documentation.
Provide technical guidance to staff on complex design issues.
Works with the Facilities Services office’s Fiscal Support unit in the establishment, oversight, and appropriate management of contract encumbrances for assigned regions.
Provide management oversight of all contract agreements, amendments, change orders, and encumbrances.
Oversight of the development of RFPs/RFQs, solicitation process, and contract award.
Management oversight of vendor performance to ensure compliance with contractual requirements, all regulating entities, and client expectations.
Executive and committee presentations:
Make presentations to Court Executive Officers, Presiding Judges, and other facilities groups established by the Courts.
Make presentations to Trial Court Facility Modification Advisory Committee and Court Facilities Advisory Committee as required at different project milestone.
Supervisory duties:
Recommends selection of staff. Trains staff and proposes internal and external training courses and workshops.
Provide career development and planning for staff.
Approves time off requests.
Review and approves time sheets.
Evaluates employee performance and conducts performance reviews.
Administers discipline as required.

Bachelor’s degree, preferably in architecture, engineering, building engineering, or construction management, and five (5) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least two (2) years of supervisory experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Two (2) years in a supervisor class with the Judicial Council of California, or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of a supervisor in a California Superior Court or California state-level government entity, or two (2) years as a Senior Project Manager with the Judicial Council of California and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.
