Job Summary:
Harris County Tax Assessor-Collector’s Office is seeking a dedicated, detail-oriented, and customer-focused Litigation Lead Deputy Specialist to join our team.
Under the general supervision of the Manager of Litigation, the Litigation Lead Deputy Specialist is primarily responsible for preparing full or partial takings prorated statements and providing condemnation statements for title companies and attorneys' offices. The role also includes processing correction and supplemental reports, managing individual accounts, and assisting with the litigation phone line and mail.

The Harris County Tax Assessor-Collector’s Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government, handling various financial and administrative tasks, including:
- Property Tax Collection: Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.
- Motor Vehicle Services: Manage commercial and residential vehicle registration, issue license plates, and handle vehicle title transfers, including the collection of associated fees.
- Voter Registration: Oversee voter registration within the county, issue voter registration certificates, and maintain an accurate voter registration roll.
- Additional Revenue Collection: Collecting certain fees, fines, and revenues related to permits or state mandates, depending on the county’s needs.
Job Duties and Responsibilities:
- Assist with training and mentoring deputies within the Litigation Department; provide guidance, answer questions, and ensure consistency in processes and procedures.
- Email HCAD with lists of accounts pending correction for prior years, facilitating interagency coordination.
- Print and mail statements resulting from supplemental and correction reports based on received email notifications.
- Prepare proration statements for full or partial property takings related to condemnation or acquisition cases.
- Generate condemnation statements for title companies, attorneys, and other requesting parties.
- Process refunds, transfers, and cancellations in the ACT system; enter appropriate notes for account tracking and documentation.
- Batch refunds due to tax prorations, ensuring accurate financial reconciliation.
- Input payment data in ACT, download supporting documentation, and update the check tracker for all payments received related to condemnations and prorated accounts.
- Review and sort departmental mail, ensuring timely distribution and routing of important documents.
- Support the call center and litigation phone line as needed; respond to voicemails and provide accurate information regarding litigation-related inquiries.

Education and Experience:
- High school diploma or equivalent from an accredited institution within the U.S.
- A minimum of two (2) years of paid work experience in a professional office setting with experience in a legal, financial or customer service role and handling legal documents or financial transactions
- Excellent reading comprehension and verbal/written communication skills are required
Knowledge, Skills & Abilities:
- Basic computer proficiency and knowledge to include use of Microsoft Word, Excel, and Outlook
- Familiarity with legal terminology, court procedures, and legal documents
- Excellent customer service skills and phone etiquette
- Strong attention to detail
- Excellent organizational, critical thinking and complex problem-solving skills
- Must be able to work independently and function effectively in a team-oriented environment
- Ability to work special hours upon request
- Strong interpersonal, written, and verbal communication skills
- Ability to prioritize tasks with processing and ability to meet deadlines.

Work Environment and Physical Demands:
- Typically, an office environment with adequate lighting and ventilation, and a normal range of temperature and noise level.
- Largely sedentary role with minor physical effort required, however, it may at times involve long periods of standing, walking, bending, reaching, stretching, climbing, lifting up to 10 lbs. or similar activities (e.g., filing, delivering, sorting).
- A frequent volume of work and deadlines impose strain on a routine basis.
- Regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination).
Position Type and Typical Hours of Work:
- Monday-Friday 7:45 am - 4:45 pm; subject to overtime and weekend
- May require attendance at outside trainings, seminars, and/or conferences
