SUPERVISORY GENERAL ATTORNEY

The Adjudication Group advises and assists the Commission on resolving appeals to the Commission and adjudications set for a hearing before the Commission. Commission's opinions guide the securities industry on questions of law.

Duties

Adjudication attorneys review the evidentiary records in these matters, research the relevant substantive and procedural requirements, and advise the Commission on how to resolve these proceedings. Many cases involve disciplinary actions against brokerage firms and other securities professionals. The appeals present challenges to decisions by administrative law judges, self-regulatory organizations, and the Public Company Accounting Oversight Board.

If selected, you will serve as Assistant General Counsel in the Office of the General Counsel in Washington, DC.

Primary duties include:

• Advise the Commission with respect to contested appeals from decisions of administrative law judges, self-regulatory organizations and the Public Company Accounting Oversight Board, as well as contested administrative proceedings set for a hearing before the Commission.
• Communicate with the Commission on matters that are of the highest level of complexity, involve precedent-setting legal issues, and that have a significant impact on the administration of the securities laws.
• Carry out supervisory duties, such as performance management, training, awards, and recruitment, and keep employees informed regarding policies, procedures, and goals of the Commission as they relate to their work on assigned projects.
• Manage and direct attorneys within the office and take responsibility for determining operational priorities, assigning and supervising work production to meet established deadlines and quality standards.
• Recommend approaches for dealing with complex legal issues arising in connection with Commission opinions resolving a matter.
• Plan, organize, and carry out projects independently, keeping senior officers apprised of the status of those projects and any major problems encountered.

Salary

• $183,515 - $289,400/year

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.

BASIC REQUIREMENT: All applicants must possess the following

• J.D. or LL.B. degree --AND--
• Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty.

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-17: Applicant must have one year of specialized experience equivalent to the GS/SK-14 level. Specialized experience includes:

1. Providing legal advice and analysis of complex legal issues relating to the federal securities laws and the rules and regulations thereunder; AND
2. Interpreting the Administrative Procedure Act and the seminal cases governing administrative proceedings in federal administrative agencies.
